ensure that its condition is robust and fully functional. This
fact is universally recognized by utilities, which have made
significant investments to replace aging infrastructures
and address reliability and efficiency concerns via initiatives
such as underground cable replacement and weather hardening. Additionally, traditional maintenance efforts, such
as pole inspection and replacement programs, overhead to
underground conversions, line reconductoring, and voltage
conversions also fall under this layer. examples of comprehensive programs addressing foundational infrastructure are
documented in publications such as edison electric institute's Before and After the Storm. Furthermore, the approval
of the Federal energy regulatory commission (Ferc)
order 1000 has introduced new opportunities and challenges
regarding transmission grid planning, which are expected to
affect the expansion of this foundational infrastructure. The
order focuses in three key areas:

✔ the removal of the federal right of first refusal (roFr):

utilities will not have the roFr to build, own, and operate
large transmission projects within their service territory,
effectively introducing competition to the identification
and award of some large transmission projects
✔ the planning process: all transmission providers must
participate in a regional transmission planning process,
which must also address large transmission projects involving multiple regions
✔ cost allocation: regions must coordinate and collaborate to achieve equitable and economic cost allocation
solutions for large transmission projects involving
multiple regions.
All of these aspects are expected to affect future transmission system expansion.
Additional challenges include risks of stranding assets
and issues related with infrastructure investment recovery
