value of storage and provide examples.
The next article, by Inés Usera, Pablo Rodilla, Scott Burger, Ignacio Herrero, and Carlos Batlle, revises the regulatory aspects of energy storage. They
review and evaluate the current state
of the art of the regulatory discussion
affecting storage, paying particular at-

tention to the recently published regulatory proposals by both the Federal Energy Regulatory Commission (FERC)
and the European Commission. They
highlight the need to refocus the debate
surrounding storage ownership and operation around sound regulatory and
market economics.
Given the wide array of services that
energy storage systems can provide, a
variety of agents, including generators,
consumers, and network owners and
operators, have an interest in owning
and operating them. This has driven the
regulatory debate toward the definition
of storage, i.e., whether it should be classified as a network or generation asset
or as a new separate asset category. The
authors remark on the need to update
regulatory mechanisms in capacity, energy, and ancillary services markets to

ensure that market products are open
and properly communicate the value
of various system needs such as flexibility. Finally, they examine the necessary updates to tariff design practices,
highlighting myriad ways some current
tariff practices may limit the value that
energy storage can provide.
The fourth article, by Yingchen
Zhang, Vahan Gevorgian, Caixia Wang,
Xuejiao Lei, Ella Chou, Qionghui Li,
Rui Yang, and Liping Jiang, describes
the grid-level application of electrical
energy storage and use cases in the United States and China. Electrical energy
storage systems are expected to play an
increasing role in helping the United
States and China meet the challenges
of integrating more variable renewable
resources and enhancing the reliability of power systems by improving the
