and Natural Gas Systems

supplies was crippled, and it took many hours to restore normal
conditions in the natural gas delivery systems affected.

Turkey does not currently have formal procedures for data
exchange among pipeline companies, natural-gas-fired generating companies, power market operators (i.e., state-owned
transmission companies like TEI˙AS¸), and regulatory organizations (like EPDK) so as to be able to verify firm pipeline
capacities. To achieve better cooperation between the two
infrastructures, such information flows would need to be
greatly enhanced. Several information-sharing issues related
to natural gas and electricity infrastructure operations are discussed below.
Natural Gas Supply Disruptions

A reliable supply of natural gas becomes more important to power
systems as additional natural-gas-fired generators are deployed.
Prior to making scheduling decisions, power system operators
require more accurate information about the supply of natural gas
by pipeline companies to natural-gas-fired generators. Turkey is
learning from international experience. In the fall of 2005, almost
all natural gas production in the Gulf of Mexico was shut down
due to a hurricane that hit the region. A portion of U.S. energy

Natural-gas-fired generators become unavailable occasionally due to natural gas pipeline inspections and maintenance.
Planned pipeline outages are usually scheduled during the
off-peak season (summer) for the natural gas system, which
coincides with the peak season of the electric power system.
If pipeline maintenance affects the fuel supply to certain
critical natural-gas-fired generators, there is a high probability of reliability issues occurring. In this case, the prompt
transfer of information from pipeline companies is critical
to the electric market operator that needs to administer the
day-ahead and real-time markets.
Natural-Gas-Fired Generation Schedule

Pipeline and storage operators, as well as LDCs with natural
gas generation in their distribution systems, need improved
information about the planned operation of those naturalgas-fired generators. With this information, they can optimize their pipeline usage.
