Transmission Line Maintenance
and Power System Outages

The topology of the transmission network determines the
locational marginal price (LMP) of the electricity market.
The offer bid of electric sellers is related to their profits.
If a transmission line is scheduled for maintenance, some
natural gas generators may increase their power production
or reduce their power production based on LMP variations.

Consequently, natural gas consumption patterns may also
change dramatically. This affects natural gas flows and the
physical pressure on natural gas pipelines. At the same time,
the electric transmission outages themselves may have similar effects on the natural gas pipelines. Certain natural gas
generators may increase or decrease their natural gas consumption regardless of their previous nominations in order
to follow instructions from their ISOs. Such unexpected
changes in pipeline utilization may also cause problems for
the natural gas market.
The information flow required to coordinate the natural
gas and electricity systems can be divided into that addressing short-term operation and that assisting long-term strategic planning. Figure 24 illustrates this information flow for
entities in Turkey. The information flow among the national
energy ministry, the electric system operator (TEI˙AS¸), and
the gas network operator (BOTAS¸) is necessary to develop
long-term planning strategies for the country. The shortterm information flow among natural-gas-fired generating
companies (GENCOs), TEI˙AS¸, and BOTAS¸ is necessary in
order to address the operational issues discussed earlier in
this article.
