import level would be further reduced to 6,000 MW. It
should be noted that the Brazilian ISO estimates the Rio
de Janeiro import level will reach only about 5,000 MW
at the time of the event, well below the above limits. In
normal system operation conditions, the thermal generation in the Brazilian system is not at the top of the merit
list for dispatch when compared to the hydro power plants.
During the Olympic Games, additional thermal generation
will be dispatched in the state of Rio de Janeiro to guarantee the secure import levels, as well as to provide enough
spinning reserve.
Per a recommendation from the Energy Ministry Monitoring Committee, a "lock down" system will be implemented three months prior to the Olympic Games. This
means that no maintenance or scheduled outages will be
allowed in substations, transmission lines, and other system
facilities that were identified as having a major impact on the
system that supplies energy to the event venues. If absolutely
necessary, scheduled maintenance would occur prior to the
lock down system. Any required exceptions would be analyzed on a case-by-case basis.
The load-shedding and other special protection schemes
were revised to preserve the priority loads in the Olympic
clusters. The restoration paths were also revised to ensure
fast restoration of the system supplying the Olympic clusters
and the overall Rio de Janeiro metro area.
Everything is in place for the event and, once again,
the entire nation's energy sector anxiously awaits what
the future holds. The lessons learned from past blackouts,
together with the experience obtained in hosting other major
international events, were invaluable in the preparation for
november/december 2016

the 2016 Olympic and Paralympic Games. May the Olympus
gods favor Brazil in its quest for a gold medal in power system reliability. Let the games begin!

Epilogue
This article was written before the Olympic games took place
in August and the Paralympic games in September. The news
coverage of the Olympics included many interesting stories of
competitive events and human interest, but there was no news
regarding the power system performance as it performed well.
There were two power outages during the event-one caused
by bad weather and the other by an opossum breaking into
a substation. However, neither of these outages affected the
games, the media coverage, or any of the Olympic ceremonies. The electric service proved to be reliable to all Olympic
venues thanks to the skill of operating personnel, thoughtful
planning, and timely infrastructure development. Brazil's
hosting of the Olympics was a great success, and the Brazilian people also celebrated as their soccer team recovered from
their loss in the World Cup two years earlier to beat the German team to win the gold medal in their national sport.
