Mejoras necesarias en América
Latina para dar cabida a grandes
proporciones de energías renovables
Aunque los diseños actuales de mercado en América Latina
han cumplido su función, no estaban originalmente adaptados para dar cabida a proporciones cada vez mayores de
generación a partir de recursos variables e impredecibles en
intervalos de corto tiempo. Como se indicó anteriormente,
los sistemas con predominio de generación hidroeléctrica
tienen una flexibilidad a corto plazo relativamente alta, aunque con sus propios desafíos, en comparación con los sistemas con grandes proporciones de generación a partir de
energías renovables (p. ej., eólica y solar fotovoltaica). Esto
explica por qué, en general, la mayoría de los mercados en
América Latina tienen mecanismos simples para resolver los
desequilibrios en el corto plazo, careciendo al mismo tiempo
de la mayoría de las características avanzadas de los mercados electricidad más altamente desarrollados. De cara al
futuro, recomendamos mejorar varios elementos del diseño
en el mercado mayorista, como se describe en la tabla 1.

Conclusiones
Hay varios aspectos de los mercados de electricidad en
América Latina que podrían mejorarse. Algunas de las
mejoras necesarias requerirán características que imiten
las de los mercados a corto plazo en los Estados Unidos
y Europa, como aumentar la granularidad temporal de
los precios en tiempo real, abrir los mercados mayoristas a los recursos de la demanda así como las tecnologías
emergentes e introducir sistemas de liquidación múltiple.
Los mercados a largo plazo también se podrían mejorar
asegurando que los requerimientos de contratación y los
mecanismos de licitación permitan que todas las tecnologías compitan en igualdad de condiciones. Reducir la
duración de los contratos también permitiría a los consumidores beneficiarse de las disrupciones tecnológicas en
tecnologías de generación en las próximas décadas. También es posible introducir más liquidez en los mercados
para los contratos a largo plazo implementando mercados
para estos instrumentos y abriéndolos a agentes financieros y agregadores minoristas.
No obstante, la experiencia en América Latina (Brasil,
en particular) demuestra que muchos sistemas hidráulicos
en la región han operado con grandes cantidades de generación con costo marginal cero o casi cero durante décadas y
han conseguido incentivar las inversiones en nueva capacidad de generación. Pero, en esas situaciones, los mercados
a largo plazo para contratos financieros suficientemente
líquidos son esenciales para asegurar el financiamiento de
generación, permitiendo a los inversores reducir su exposición a la alta volatilidad de los precios spot. Además,
algunos tipos de contratos a largo plazo también pueden
ofrecer seguridad contra la incertidumbre de las políticas y
el riesgo político, que pueden ser considerables en algunos
países de la región.

Finalmente, desde nuestra perspectiva, la experiencia de
algunos países de América Latina que han dependido de los
mercados para contratos a largo plazo ofrece algunas oportunidades de aprendizaje para países con mercados a corto
plazo avanzados (p. ej., los Estados Unidos y Europa Occidental). Esta experiencia podría ser útil si la volatilidad de
los precios spot debido a proporciones cada vez ma--yores de
generación a partir de energías renovables se convirtiera en
una barrera para incentivar las inversiones en nueva capacidad de generación.
