La tecnología también funciona solo si todos los circuitos
alimentados por el nodo de la subestación son circuitos de
tres cables sin un neutro. Este requerimiento es una limitación
prohibitiva para algunos, dado que las empresas de servicio
públicos norteamericanas construyen principalmente
circuitos de cuatro cables. Sin embargo, SCE y, hasta cierto
punto, otras empresas de servicios públicos de California,
están en buenas condiciones, dado que construyeron una red
con más sistemas de distribución de tres cables de lo que
generalmente se encuentra en las empresas eléctricas norteamericanas.
Esta práctica es como la de la mayoría de las
empresas de servicios públicos de Europa y Australia, donde
los transformadores de distribución normalmente se conectan
entre fases y el neutro no sale de la subestación.
Incluso con la cantidad considerable de líneas de distribución
de tres cables que opera SCE, se requerirían mejoras
importantes para su implementación. Una porción mayoritaria
de su circuito de tres cables se encuentra fuera de las
áreas de alto riesgo, pero aun así debe modificarse para que
opere el GFN. A menudo, esto significa reemplazar equipos
antiguos que ya no pueden resistir las sobretensiones.

Esta conversión de circuitos de cuatro cables a tres cables
amplía el alcance en SCE más allá de lo que se requería en
Australia, pues todos los transformadores de 22 kV en Victoria
están conectados entre fases.
SCE comparte también otros desafíos de implementación
que enfrentaron las empresas de servicios públicos de
Victoria, como la capacidad de los sistemas de balance, las
restricciones de huella física de las subestaciones y un sinfín
de problemas específicos de los equipos como las capacidades
de los protectores de sobretensiones y los potenciales
transformadores. La resolución de estos desafíos aumentó
el alcance, costo y programa de manera considerable para
las empresas de servicios públicos de Victoria. Por ejemplo,
el balance de la capacitancia de los sistemas requirió la
reconfiguración del circuito; es decir, el traslado de carga de
una fase a otra, y la instalación de unidades de capacitores
monofásicos o bifásicos en las líneas. Otro ejemplo de un

problema de implementación es encontrar una conexión de
transformadores de fase a tierra. Esto suele requerir el reemplazo
de un transformador o la instalación de un transformador
de aislamiento.
Por estos motivos, SCE también ha investigado otras tecnologías
alternativas con beneficios similares como parte
de su compromiso con el plan de mitigación de incendios
forestales (WMP, por sus siglas en inglés), minimizando al
mismo tiempo el alcance de implementación de la reconfiguración
del circuito principal y el reemplazo e instalación
de equipos.
Subestaciones conectadas a tierra resonantes
La tecnología de REFCL más común es la conexión a tierra
resonante, en que se conecta una bobina de supresión
de arco (bobina Petersen) al neutro del transformador para
reducir las corrientes de falla a menos de una décima parte
de lo que se encuentra en un sistema soterrado. La conexión
a tierra resonante es especialmente común en Europa central,
donde se utiliza para aumentar la confiabilidad y los
efectos de la seguridad de las fallas a tierra. Lamentablemente,
las pruebas en Victoria determinaron que la conexión
a tierra resonante en la subestación era insuficiente
para reducir la corriente de falla a un nivel que prevenga
las igniciones. Incluso con corrientes inferiores a 10 A, el
contacto de la vegetación o la hierba seca provocó igniciones
constantes.
