de energía no puede restablecerse hasta que se reparen las líneas dañadas. Por si fuera poco, en presencia
de incendios prolongados y extendidos, las intervenciones de las tripulaciones para reparar el activo
afectado pueden resultar muy difíciles y peligrosas, por lo que algunas áreas experimentan días e incluso
semanas de interrupciones. Estos apagones también pueden causar graves problemas al funcionamiento del
sistema, sobre todo porque la redundancia habitual en las rutas de flujo eléctrico, que puede garantizar la
seguridad del sistema, puede no estar disponible debido a las desconexiones de las líneas.
Las redes de distribución están sujetas al mismo tipo de problemas que las redes de transmisión, en
especial las regiones rurales más aisladas, que suelen estar unidas por largas líneas aéreas. Además, las
redes de distribución suelen estar más cerca de las áreas de arbustos y los conductores están más cerca del
suelo, por lo que están expuestos a mayores riesgos de incendios forestales. Las principales interrupciones
causadas por los incendios forestales suelen estar relacionadas con las redes de distribución más que con las
de transmisión.
El cambio climático está provocando condiciones meteorológicas más peligrosas para los incendios
forestales en Australia, y se prevé que esta tendencia continúe. Teniendo en cuenta las largas distancias que
recorren las líneas eléctricas que atraviesan los bosques y las regiones con mucha vegetación, es necesario
desarrollar un sistema que reduzca el riesgo de incendios forestales y aumente la capacidad de resiliencia
del sistema eléctrico.
Este artículo analiza los efectos de los incendios forestales y las estrategias de mitigación para las redes
eléctricas y los sistemas eléctricos de Australia. Aborda el funcionamiento del sistema, las redes de transmisión
y distribución (T&D), los riesgos del cambio climático y la función futura de las fuentes de energía
distribuidas (FED). Los estudios de casos ilustrativos apoyan este análisis.

Los incendios forestales y la seguridad del sistema
Las consecuencias de los incendios en las líneas de transmisión crean vulnerabilidades
que amenazan la integridad de la red y su funcionamiento
seguro. En el NEM, la seguridad del sistema se gestiona mediante el criterio
N-1 (no hay pérdidas de energía tras la interrupción de un solo elemento,
como generadores, líneas, etc.) para un conjunto predeterminado de
contingencias " creíbles " . El disparo de una sola línea de transmisión a causa de un
incendio forestal sería por lo general una contingencia creíble. Por consiguiente, no se
espera que la pérdida de una sola línea interrumpa el funcionamiento del sistema eléctrico.
Tampoco se espera que provoque la interrupción del suministro a los clientes, excepto en el caso
(inevitable) de una línea radial o cuando la carga se alivie después de la falla para evitar una sobrecarga de
las líneas restantes.
El disparo de los dos circuitos de una línea de doble circuito no se considera en general una contingencia
creíble en el NEM. Lo mismo ocurre con los circuitos múltiples en el mismo corredor. Sin embargo, en presencia
de un incendio forestal que se aproxima, la probabilidad de que varios circuitos se disparen al mismo
tiempo aumenta de manera significativa. Por lo tanto, en el NEM, el Operador Australiano de Mercados
Energéticos (AEMO, por sus siglas en inglés) podría volver a clasificar el disparo de múltiples circuitos
como una contingencia creíble. Esto haría que el operador de la red restringiera los flujos en la red y podría
contratar más servicios auxiliares para gestionar la pérdida creíble de varios circuitos.
