de transmisión clave circulan por el mismo corredor (véase
la figura 1). En los casos pertinentes, el operador de la red
de Australia Occidental se ha valido de experiencias anteriores
para gestionar estas situaciones conocidas y aumentar
la capacidad de resiliencia del sistema eléctrico mediante la
adopción de nuevas estrategias operativas. A continuación se
describe la primera incidencia.
El 19 de diciembre de 2014, se registró un incendio
forestal cerca de tres importantes líneas de transmisión de
330 kV. El intenso humo de los incendios provocó que todas
estas líneas sufrieran una " descarga disruptiva " y se dispararan
sucesivamente. Estas líneas comparten un corredor
de transmisión y están ubicadas cerca unas de otras. Las
líneas permanecieron fuera de servicio durante unas 4 horas,
durante las que el sistema eléctrico estuvo en un estado vulnerable.
El operador de la red no reconectó estas líneas por
temor a un riesgo de seguridad para las personas. Una nueva
pérdida de líneas o de generación podría haber provocado
apagones masivos o incluso un colapso total del sistema. Se
registraron algunas pérdidas de generación y de carga industrial
como consecuencia de los disparos de la línea que provocaron
una desviación de la frecuencia o de la tensión, pero
no se produjeron más pérdidas de carga para los clientes.
Finalmente, cuando los servicios de emergencia dieron la
señal de " fuera de peligro " para controlar los incendios, las
tres líneas se cerraron con éxito. Una vez que los incendios
fueron apagados, la red volvió a funcionar con normalidad.
Durante el incidente, el operador de la red desplazó la generación
de la parte sur de la red a la parte norte para reducir
los flujos sobre los elementos vulnerables.
Un caso de reclasificación de contingencias
Aunque los incendios forestales no son raros en Australia
Occidental, un incendio que pudiera afectar a tres grandes
líneas de transmisión al mismo tiempo no era considerado
como una contingencia creíble en aquel momento para que
el primer incidente ocurriera. Si bien el sistema eléctrico era
estable durante ese tiempo, no era un sistema seguro. Varias
contingencias adicionales habrían provocado que el sistema
entrara en un estado de funcionamiento inestable, lo que
podría haber causado un alivio de la carga, la activación de
esquemas de disparo por subfrecuencia y subtensión o fallas
en cascada que acabaran provocando un apagón. El operador
de la red llegó a la conclusión de que el sistema eléctrico
