de recursos, la pérdida de expectativa de carga (LOLE,
por sus siglas en inglés), cuantifica el número esperado de
eventos cuando la capacidad es insuficiente para cumplir
con la carga. Un criterio de confiabilidad común es un día de
interrupción en 10 años o, a menudo, simplificado a 0.1 días
por año LOLE.
Pero LOLE es una métrica oscura cuando se usa de forma
aislada. Solo proporciona una medida del número promedio
de déficits durante un periodo de estudio y no caracteriza la
magnitud o duración de eventos de interrupción específicos.
No es bueno para diferenciar los déficits, que pueden variar
considerablemente y tener un impacto desigual en los consumidores
y necesitar diferentes opciones de mitigación. Por
ejemplo, un déficit del 1 % de carga durante 10 h se mide
de la misma forma que un déficit del 10 % de carga durante
10 h. Además, hay muy poca coherencia, ya que diferentes
planificadores en diferentes regiones interpretan los criterios
de manera diferente y cada región tiene diferentes requerimientos
institucionales y normativos.
Es demasiado pronto para saber si es necesario desarrollar
métricas completamente nuevas, pero lo que es seguro
es que los planificadores deberían extraer más información
y detalles de los cálculos existentes. Actualmente, muchos
modelos pueden calcular la energía no entregada esperada
(EUE, por sus siglas en inglés) por hora, el número esperado
de días con LOLE o eventos y el número esperado de horas
de déficit. A partir de estos, ya podemos calcular métricas
que resuman el tamaño, la frecuencia y la duración de los
eventos de déficit. Un mayor uso de la EUE es un buen primer
paso, ya que cuantifica el tamaño agregado esperado
(cantidad de energía) y la duración de los eventos de déficit
en lugar de solo cuantificar la probabilidad o frecuencia de
que ocurra uno.
Sin embargo, la EUE también tiene limitaciones. Todavía
proporciona una métrica promedio única que no puede
distinguir entre los eventos individuales en sí. Las nuevas
métricas, la utilización mejorada de las métricas existentes
y las visualizaciones deben ir más allá de los valores esperados.
