pone el sol. El tiempo de análisis relevante también es una
función de la duración de los ELR que garantiza que el
almacenamiento de energía y la respuesta a la demanda
estarán disponibles durante las suficientes horas para que
el sistema atraviese periodos de escasez de suministro. El
análisis estocástico cronológico es cada vez más importante
para el análisis de adecuación de recursos moderno.
Este proceso simula un despacho completo hora a hora
de los recursos del sistema durante un año completo de
funcionamiento, a través de muchos patrones climáticos
y perfiles de carga diferentes y cortes aleatorios de interrupciones.
Se
necesitan muchos años de datos meteorológicos y de
carga sincronizados por hora para comprender las correlaciones
y la variabilidad interanual entre la generación eólica
y solar, las interrupciones y la carga. No obstante, los analistas
y los responsables de formular políticas deben conocer
las limitaciones de los datos. Es posible que no se disponga
de registros históricos extensos de energía correlacionada,
eólica, solar y carga, y es posible que las observaciones pasadas
ya no predigan correctamente las condiciones futuras
con un clima cambiante.
Tomemos como ejemplo los eventos del apagón en serie
de California en 2020. El margen de reserva de planificación
y construcción de la adecuación de recursos de California
se basa en la carga máxima bruta, que se produce al mediodía
durante los meses de verano. Pero los periodos de riesgo
máximo en California ahora ocurren en las últimas horas
de la noche, a medida que disminuyen los recursos solares
y las cargas nocturnas se mantienen elevadas, aunque por
debajo de los niveles del mediodía. La figura 5 muestra la
carga bruta y neta de CAISO para los días en que ocurrieron
los apagones en serie. Como se muestra claramente en la
figura, la suposición convencional de que el riesgo máximo
está alineado con la carga máxima ya no es cierta. Esto
requiere evaluar todas las horas del año para poder identificar
las horas con mayor probabilidad de ser las horas de
carga máxima.
Un cambio obvio sería centrarse en la carga neta máxima
(la carga menos la producción renovable) en lugar de la carga
máxima, pero esto también es insuficiente. La producción
eólica y solar tienen probabilidades en torno a sus producciones,
producidas por un clima irregular y complicado. El
