Un enfoque proactivo y planificado
ahorra dinero
Los estudios de energía eólica marina de Brattle examinaron
la integración de la energía eólica marina a los sistemas
ISO de Nueva Inglaterra y Nueva York. Descubrieron que
una red de transmisión marítima coordinada ofrecía una
variedad de beneficios operativos y económicos en comparación
con el enfoque convencional que utiliza líneas de
conexión de generadores individuales. Por ejemplo, la planificación
proactiva y la inversión en una única red marina
de CC de alta tensión (HVdc, por sus siglas en inglés) que
interconecte 8.6 GW de energía eólica marina en Nueva
Inglaterra será menos costosa que el enfoque de planificación
convencional de interconectar cada central eólica
individualmente. El enfoque planificado proactivo puede
reducir de forma significativa la cantidad de actualizaciones
de HVac en tierra en los sitios de impacto, incluso en
la región de Cape Cod, ahorrando dinero y reduciendo el
riesgo del proyecto. Este enfoque también fomentaría la
competencia entre los desarrolladores marinos, reduciría
la restricción de la energía eólica y ahorraría mil millones
de dólares en actualizaciones de transmisión en tierra. En
el caso de Nueva York, Brattle encontró de manera similar
ahorros de al menos US$ 500 millones para un enfoque de
red marítimo planificado.
El Consejo de Confiabilidad Eléctrica de Texas
(ERCOT, por sus siglas en inglés) ofrece un buen ejemplo
de planificación de transmisión proactiva. Se designaron
zonas competitivas de energía renovable (CREZ, por sus
siglas en inglés) en áreas con fuentes eólicas de alta calidad,
y se planeó y construyó una nueva transmisión que
busca entregar esa nueva generación a las cargas. Este proceso
no solo identificó zonas de fuentes, sino que legislativamente
consideró estas líneas de transmisión " usadas
y útiles " para asegurar la recuperación de costos de los
proyectos de transmisión de las CREZ. La transmisión
podría entonces dimensionarse adecuadamente para las
zonas en lugar de desarrollarse y justificarse de manera
incremental a medida que se aprobaran los proyectos de
noviembre/diciembre 2021

En ZeroByFifty, la suma de las inversiones de transmisión
anualizadas entre ahora y 2050 necesarias para alcanzar el
100 % de electricidad limpia es de aproximadamente US$
200 mil millones. En el caso de alcanzar el 100 % de energía
limpia, la suma aumenta a US$ 350 mil millones. La figura
