As the complexity and connectivity of energy delivery systems
(EDS) increase, the cybersecurity requirements of the individual
operational technology (OT) devices increase in number
as well as demand more systematic testing. For ensuring safe
and reliable operation of the larger EDS, it becomes crucial
to perform thorough verification and validation throughout
the lifecycle of the EDS products that help monitor, operate,
and control our critical U.S. energy infrastructure. A securely
developed and tested product can enhance the security,
reliability, and resilience of the overall system, and ensure its
ability to withstand and survive sophisticated cyber threats. In
this tutorial, we will provide a streamlined framework guiding
cyber-risk-based verification and validation testing, which
will lead to efficient utilization of resources and proactively
secure the system. We will discuss relevant information on the
cybersecurity testing techniques along with a list of reference
standards and tools that will be provided as recommendations
in the framework. Additionally, we will review a pre-procurement
guidance checklist that will help asset owners/utilities
during their interactions with the vendor as a part of the
procurement process.

Our new PAR line of ac dielectric testers are designed to
meet the needs of those who do power frequency high
voltage ac testing and need power levels up to 250 kVA
while testing highly capacitive test loads. Employing ac
resonant technology, outputs of 50 kV at 5A (for example)
are possible with an input of only 230 v, 90 A. That is an
output of 250 kVA with an input of only 20 kVA.

The PAR models are a two-piece design consisting of a PLC control
section and a high voltage section. (Model PAR-50250FC5)
100 kV (at 1 Amp) and with output current ratings up to 8 Amps at 0 to 32 kV. Typical applications of these products
