Together, these form a cost-effective
wildlife conservation strategy for the
nation.
Of course, even the best plan won’t
lead to results without the necessary
resources to implement it. Since 2001,
the State Wildlife Grants Program
has provided more than $700 million
in conservation funding nationwide,
including $23 million to Pennsylvania,
split equally between the Game Commission and the Fish & Boat Commission. Created to support programs
benefiting wildlife and its habitat,
including species not hunted or fished,
State Wildlife Grants Program dollars
have begun to fill the funding gap for
non-harvested species. In Pennsylvania, this represents 88 percent of our
birds and mammals!
Prior to the State Wildlife Grants
opportunity, federal wildlife conservation funding was provided to states primarily through the Pittman-Robertson
Act, mainly for game species management, or through the Endangered Species Act to support federally threatened
or endangered species recovery.
Enacted in 1937, the Pittman-Robertson program has
a proven track record of benefiting wildlife. Just look at
the increase in abundance
of deer, turkey and bears in
Pennsylvania over the past 75
years! Species listed as federally endangered or threatened
also have received support
since 1973, contributing to
remarkable success stories,
such as the recovery of bald
eagle and peregrine falcon
populations in Pennsylvania
and across the nation. Other
species have benefited indiAUGUST 2013
rectly from Pittman-Robertson and
endangered species funding, as habitat
improvements made possible through
these programs benefit wildlife in
general. But it wasn’t until the State
Wildlife Grants Program started that
all the wildlife between those pursued
for sport and federal imperilment received due attention.
The State Wildlife Action Plan
provides the guidance to direct these
funds toward priority conservation
actions. The result has been numerous projects benefiting a wide range
of wildlife species. Just a few examples
include a golden-winged warbler
habitat management project, a study
of golden eagle migration, a survey of
Pennsylvania’s fisher population, the
purchase and management of habitat
for grassland birds, the Second Atlas
of Breeding Birds in Pennsylvania,
and the Private Landowner Assistance
Program.
The Game Commission has partnered with researchers at Indiana
University of Pennsylvania on a State
