"He started an informal survey with
a couple of his friends, then with Jerry
Hassinger, our Bureau of Forestry wildlife
biologist," Eastlake said. "Ralph's idea
evolved into a formal survey with helicopter coverage and then numbered blocks."
Today, the annual elk survey is conducted by the Game Commission. There
are no more helicopters, but there still is
plenty of field observation.
"Counting elk annually remains a critical component of our efforts to manage
Pennsylvania's elk," said Game Commission Executive Director R. Matthew
Hough. "Combined with the information
we collect from annual elk harvests, the
Game Commisison now has phenomenal
data and trend information to ensure elk
conservation.
"But back in the day, when Ralph
Harrison started his informal surveys, the
information he and his friends gathered
was all anyone had to manage elk," Hough
said. "It really was a brilliant step forward
in the conservation of Pennsylvania elk."
Department of Conservation and
Natural Resources Forester Jeanne Wambaugh, who succeeded Ralph as Elk State
Forest's forest maintenance supervisor in
1992, is quick to point out how important
the "Elk Man" was to Pennsylvania's elk.
"From the bureau's standpoint, I
believe he is the sole reason elk are still
here," Wambaugh said. "He was at the
forefront, pushing for and creating habitat.
He spent countless hours creating and
maintaining food plots on his own time.
He had a kindred spirit for this land and
elk."
Wambaugh noted how Ralph was
always available to answer her questions
and, after his retirement, to volunteer for
projects on Elk State Forest.
"Ralph was a soft-spoken man, but

when he spoke, we listened," she emphasized.
Chip also had the chance to work with
Ralph after his dad retired. Ralph helped
him set up and run elk tours from Parker
Dam State Park when Chip worked there
as a ranger.
"We'd go out and scout the areas several days before the tour and then he'd
check on elk activity before we arrived,"
Chip said. "He'd always do a short talk
and demonstrate radio telemetry equipment. He was such a natural at this, and
his love for elk and the outdoors always
came through!"
Treasured Personality
Historical references seem to miss the
Harrisons' contributions to elk restoration.
But by 2000, Ralph was well on his
way to becoming one of northcentral
Pennsylvania's most-respected outdoorsmen, said John Dzemyan, a retired Game
Commission land manager who worked
on the elk range for more than 30 years.
"People who worked at all levels, from
Ralph inspects a bull rack circa 1990s at his
trapping shed. Elk greatly influenced his life
and pursuits.
