A Stitch in Time

How America saved the continent's feathered tribes.

ILD BIRDS provide
such a touching ambiance to our seasons
and surroundings today
that it's hard to imagine they were
approaching dangerously low levels a
century ago.
So tied are birds to our lives that
sometimes we take for granted what
they represent; what they mean to the
environment; how much they matter
to us. They truly are an irreplaceable
part of our lives, a part of the outdoors
that must be preserved for future generations.
But as America plowed into the 20th
century, wild birds were in big trouble.
It was trouble that wouldn't go away
until passage of the Migratory Bird
Treaty Act.
Few legislative acts have helped
wild birds more than the Migratory
Bird Treaty of 1916. Its passage and
the continuing international protection
it promotes remain the biggest reasons
North America still has nesting neotropical birds and huntable populations
of waterfowl.
The Migratory Bird Treaty took
decades to put in place, and this year
America celebrates its 100th anniversary. Its journey through Congress and
to the president's desk - and eventual
ratification among countries - is as
historic as the sweeping protection it
went on to provide North America's
wild birds.
By the early 1800s, America's great

outdoors were beginning to show signs
of loss wherever people occupied the
land. Big game - and trees - disappeared first, followed by everything
from robins and squirrels, to raccoons
and beavers.
In the wake of America's advancing
frontier, wild birds - and specifically
the land's natural balance - declined.
Slowly at first. But as the sun set on the
19th century, wild birds - especially the
once seemingly indomitable passenger
pigeon - were disappearing from the
landscape from the Mississippi River
east. They suffered from loss of habitat
and unrelenting hunting pressure, even
from nest and egg collectors.
A Crusade for Birds
America's ornithologists and zoologists saw the problems manifest and
worked to reverse wild-bird declines
through education. Conservation was
emerging in America. But even with
budding organizations such as the
Audubon Society, the American Ornithologists' Union and the Boone &
Crockett Club, it was an uphill fight.
Efforts to make progress for migratory bird conservation were muddied
by the perception that wild birds were
abundant. There was jealousy that
reduced seasons in one state would
lead to more birds being shot in states
with more liberal hunting seasons. It
didn't help that taking wild birds put
food on the table for many Americans.
Consequently, selfishness and claims of
