maintain some level of hunting opportunity while reducing harvest enough to
allow the population to build back up,
Gregg said.
Whether the Atlantic Population got
a break from the weather on breeding
grounds in 2019 wasn't clear at presstime.
Freezing cold - even an occasional
polar vortex - dominated Pennsylvania
after Punxsutawney Phil saw his shadow
in spring, and in April, the state still was
struggling to shed below-freezing nights.
Neither offered promise 1,300 miles
farther north, on the Ungava Peninsula,
where it was 7-below-zero in early April.
But, situated in the land of midnight
sun, with 21 hours of daylight, the Ungava
can warm up pretty quickly to support the
ravenous appetite of growing goslings.
Annual productivity has been below
average in northern Canada's nesting
grounds for nine of the past 10 years. In
2018, the Atlantic Population was estimated at 112,000 pairs, down about 30
percent from the previous year's estimate
of 161,100.
The population last was charted below
100,000 pairs in 1999.
But until the recent downturn, breeding pair estimates had been relatively
stable for about 15 years, Gregg noted. As
recently as 2015, there were 191,000 pairs
in the Canada goose Atlantic Population.
Interestingly, the best production year
on the Ungava in the past decade was in
2017, when above-average production
occurred. Those offspring will boost over-

mostly on Quebec's Ungava Peninsula and
winter from New England to South Carolina.
The largest winter concentrations hang
near the Delmarva Peninsula in Delaware,
Maryland and Virginia.
In Pennsylvania, the Atlantic Population
Zone includes parts of Berks, Bucks, Carbon,
Chester, Dauphin, Delaware, Lancaster, Lebanon, Lehigh, Luzerne, Monroe, Montgomery,
Northampton, Philadelphia, Schuykill and
York counties.

when they reach reproductive maturity,
Gregg said.
It's decidedly different than the period
from 1988 to 1995, when the breeding
Atlantic Population declined 75 percent,
bottoming out at 29,000 pairs, which
stemmed not only from poor reproduction in bad-weather years but insufficient
restrictions to limit high harvest pressure,
Gregg said.
The limits enacted for the coming hunting season will work immediately to ease
pressure on Atlantic Population geese.
Gregg said the changes demonstrate a
commitment to waterfowl conservation
by the U.S. Fish and Wildlife Service,
the Atlantic Flyway Council and state
conservation agencies.
"It is a balanced, informed reaction that
should serve Canada geese and waterfowl
hunters well," he said.
