ABA
ABA'S BOARD
SHARES MAJOR
GOALS WITH
CONGRESS

Vital face-to-face meetings with elected officials

M

embers of ABA's Board of Directors held constructive meetings with senators, congressmen, and key
staffers in May. The ABA's leaders briefed lawmakers on vital issues facing the motorcoach, travel, and
tourism industry. The sessions also gave legislators
the opportunity to learn more about the industry's
role in their respective states and districts.
The ABA's seven legislative priorities include:
1. Creating a legislative and business climate that boosts group
travel and tourism in the United States
2. Basing hours of service regulations on research, testing, and
sound science
3. Creating a level playing field for private motorcoach operators,
passenger rail, and publicly funded mass transportation regarding user fees, facility access, and transportation planning
4. Ensuring motorcoach passenger safety via driver and vehicle
inspections long before passengers board
5. Reshaping passenger rail transportation by incorporating motorcoach service to give travelers connections and create options for
more cost-effective and environmentally efficient service
6. Reducing capital and operating costs through tax credits,
granting programs, and regulatory restraint
7. Ensuring that the Fair Labor Standards Act's driver fatigue
protections remain fully intact
ABA's Board reminded Hill leaders that the motorcoach industry is
a pillar of the U.S. transportation system, handling nearly 640 million
passenger trips in 2012, according to the ABA Foundation, second only
to the domestic airline industry. What's more, motorcoach-based tourism generates nearly 1.39 million jobs.
"It's very important that ABA Board members have face-to-face
meetings with senators, congressmen, and staff," said ABA President
and CEO Peter Pantuso, CTIS. "As an industry, it's vital that we develop
allies in Congress and strong relationships there."

Nonetheless,
the ABA told Foxx that the Federal
Motor Carrier Safety Administration (FMCSA) should focus its limited
resources on targeting companies with
a history of unsafe operations, not operators with strong safety records.
ABA also told the secretary that
FMCSA needs to create a system to reinspect companies with a "conditional"
safety rating as soon as possible, once
they have addressed the compliance
issues ordered by FMCSA.
