A new standard, issued in September 2014 by the SAE Eg1-b1
powered hand tools-productivity, Ergonomics and safety
committee, creates an industry standard on low-vibration tool
requirements to prevent hand-arm vibration syndrome (HAVS)
and reduce exposure to noise and ergonomic stresses.
AS6228 ™ ("Safety Requirements for Procurement, Maintenance
and Use of Hand-held Powered Tools") provides a process for
semi-quantitative assessment and comparative weighting of
factors including life-cycle cost, vibration, ergonomics and noise
into the evaluation and procurement decision.
The standard applies approaches to selection of quieter
and lower vibration hand-held powered tools, with optimal
ergonomic features, for the prevention of HAVS, hearing
loss and repetitive motion injuries. It suggests use of noise
and vibration data provided by vendors to be verified and
supplemented by information available through the National
Institute for Occupational Safety and Health (NIOSH) and
European Union databases.
"In 2007, a collaborative Department of Defense (DOD) project
with NIOSH and the US General Services Administration (GSA)

was initiated to influence procurement criteria for powered
tools and increase general awareness through outreach
and education," said Mark B. Geiger of the US Naval Safety
Center Liaison Office, and Chairman of the EG1-B1 Committee.
"Collaboration between DOD, NIOSH and GSA was extended to
industry partners, and focused upon the development of an SAE
standard that considers productivity, hand-arm vibration, other
safety and health factors and life-cycle costs in procurement
criteria for powered hand tools."
GSA has adapted the standard in evaluation of powered hand
tools and is currently making approximately 140 lower vibration/
ergonomic tools available to Federal users. GSA is also working
with the Navy Shipyard Ergonomics Community of Practice
to develop outreach and marketing information to educate
customers regarding the availability of these products and the
rationale for their procurement.
The EG1-B1 committee is currently focusing upon outreach and
education related to AS6228. The committee is also developing
inputs for a technical report providing tool buyers and users
insight into how to employ the standard.

2015 sAE iVhm & mAintEnAncE crEdits workshop hEld in April
The SAE 2105 Integrated Vehicle Health Management
Workshop was held on April 27th at Cranfield University in
Cranfield, United Kingdom.
Organized by SAE in partnership with the Royal Aeronautical
Society and Cranfield University and sponsored by Boeing, the
event attracted more than 40 leaders and subject matter experts
in IVHM, including participants from operators and MROs,
industry, regulatory agencies, research facilities, and academia.
The workshop included opening remarks from dr. richard
greaves, 2015 sAE president and Chief of Technology Officer
Emeritus, Meggitt PLC, and Martin Broadhurst OBE, PresidentElect of the Royal Aeronautical Society (RAeS). This was
followed by three "Future State" presentations from Etihad
Airways, Lufthansa Technik and Agusta Westland, which
covered the benefits and considerations of operating and
maintaining a fleet with IVHM capability.
The event was also highlighted by three interactive workshops:
* The "Working with the Regulator" workshop led by EASA
discussed the current regulatory and maintenance practice
landscape and identified the actions needed for the
certification and operation of IVHM systems.
* The "Maintenance Credits" workshop led by Rolls-Royce
covered the process towards attaining credits for using IVHM
systems and capabilities for maintenance tasks.

2

* The "Data Interoperability"
workshop led by KLM focused on
the need for data interoperability in
helping to build empirical evidence
to support maintenance credits.
This event built on the previous "Civil
Aircraft Technology Enabled Services
- A First Step Towards Achieving
Maintenance Credits" workshop, which
was held in London in October 2014.

the maintenance credits process, and
data interoperability - that resulted
from the 2014 event were discussed at the April workshop and
will be updated to incorporate the workshop discussions.
The SAE 2105 Integrated Vehicle Health Management
Workshop looked at the role of standards in supporting IVHM
technologies and operation and was co-located with the SAE
hm-1 integrated Vehicle health management committee
meeting, which was held at Cranfield University April 28-30.
A follow up workshop is being planned, and this community
will support further development of IVHM technologies and the
development of an industry-wide approach towards achieving
maintenance credits for using IVHM technologies.
