ICAO REQUESTS STANDARDS DEVELOPMENT FROM SAE
SAE International has received a request from the
International Civil Aviation Organization (ICAO) to establish a
committee to develop a packaging performance standard for
the safe shipment of lithium batteries as cargo on aircraft.
Lithium batteries can pose a significant risk during transport
if they are damaged or defective, or if they are not properly
designed or manufactured. The tasking letter to SAE,
from Stephen P. Creamer, Director, Air Navigation Bureau,
ICAO, notes that the International Coordination Council
for Aerospace Industry Association (ICCAIA) and the
International Federation of Airline Pilots Association (IFALPA)
have recommended that appropriate packaging and shipping
requirements be established.
ICAO, a UN specialized agency, works with its 191 member
states, and industry groups, to reach consensus on
international civil aviation Standards and Recommended

Practices (SARPs) and policies in support of a safe, efficient,
secure, economically sustainable and environmentally
responsible civil aviation sector. ICAO uses many SAE and
other industry standards to support its work but this is the
first formal tasking that ICAO has issued to SAE.
ICAO has previously convened three International
Multidisciplinary Lithium Battery Transport Coordination
meetings to address this issue. At the most recent of these
meetings, in July, high-level performance standards were
developed. ICAO requested that SAE use this work as a
basis for developing a detailed packaging standard for
lithium batteries.
An SAE committee will be formed and is expected to hold
its initial meeting in the first quarter of 2016. For additional

NEW ADDITIVE MANUFACTURING COMMITTEE HOLDS INAUGURAL MEETING

The SAE AMS-AM Additive Manufacturing Committee held
its kickoff meeting July 21-22 in Atlanta, Georgia. The meeting
brought together over 85 participants representing airframers,
spacecraft OEMs, engine OEMs, material suppliers, operators,
equipment/system suppliers, regulatory authorities, and
defense agencies.
With responsibility for developing and maintaining aerospace
material and process specifications and other SAE technical
reports for additive manufacturing, the committee plans
to address precursor materials, additive processes, system
requirements and materials, pre-processing and postprocessing, nondestructive testing, and quality assurance.
A range of additive precursor and manufactured materials
including metals, plastics, ceramics, composites, and hybrids
will be covered.
Recognizing the contributions of other standards-development
organizations and material-property handbooks, AMS-AM
will establish linkages to ensure collaboration. Due to unique

regulatory requirements, tailored material and process
specifications are necessary to support critical aerospace
applications. As its first initiative, the committee selected a test
case material and process - 625 laser powder bed - and will
prepare several draft material and process specifications.
"This committee will be an important and essential part of
the process of generating aerospace industry consensus
specifications to aid in the certification process, as well as
develop a supply chain for the industry," said David Abbott,
Principal Engineer of MPED Additive Technologies, GE
Aviation, who serves as the committee Chair. "Standards will
play a crucial role, and SAE is well-positioned to lead this effort.
GE Aviation recognizes the tremendous potential of additive
manufacturing and is investing heavily in this technology."
The committee plans a Spring 2016 meeting sponsored by
Airbus in Bristol, U.K. Anyone interested in participating
