APAC in Focus
It's an odd dynamic for the region: Many of the largest
outsourcing centres for Western companies are in
countries in Asia, particularly India and the Philippines.
But Asia-based companies are reluctant to shift away
from traditional full-time employees.
In 2017, data from the Kelly OCG Workforce Agility
Barometer found that around 60 per cent of Asia-Pacifi c
executives were concerned about using contingent
labour due to the need to protect intellectual property;
59 per cent said they were concerned about disclosing
confi dential information and data security; 54 per cent
pointed to legislative restrictions; and 62 per cent had
concerns about integrating those workers into the
organisation effectively.
Changing work preferences-coming not just from the
millennial generation, but also from senior executives-
may spur demand for changing approaches to work
structures, such as the number of hours worked and the
desire to take project-based or gig-based work.
But the environment for hiring on a contingent basis isn't
much more attractive in India. Peter Ballem, executive
vice president for talent acquisition and development
at TMI Group in India, says that in addition to concerns
surrounding contract workers and confi dentiality, there
are also many roles in industries such as in banking where
companies aren't allowed to hire non-permanent workers.
Iris Lei, HR director for Danfoss in China, says that in
China, emerging companies such as Alibaba are " very
aggressive " about poaching talent and offer high
salaries, including for new graduates. That makes
working on a contingent basis less attractive.
Lumesse's Rajparia says that all of those factors are likely
to slow the adoption of a " total talent " approach in Asia.
Unless legislation and regulations are relaxed and the
culture and country environment make it suitable, it's
diffi cult to see a path for organisations in Asia to increase
the contingent portion of their workforce beyond 10 per
cent of the total.
But that's likely to keep the region behind the curve of
what's happening in the rest of the world. Rajparia notes
that many workers, including at the senior level, have
different preferences and want to engage the working
world differently.
" They don't like to work for one company for 40 to 50
hours a week, " he says, noting that he personally knows
at least two people at the CIO level who work for three
companies, with one day a week per company.
The environment for non-traditional work arrangements
will likely need to change in Asia to keep high-level talent
engaged as the nature of employment changes.
