more open to opportunities, as opposed to protecting
what they have.
" People are starting to look for jobs again after many
years; through the global financial crisis, people were
hunkering down and not moving because they were
worried about job security, " Hubble explains. " But there
seems to be a lot more candidate flow and jobs now. "
Hussey says opportunities are geographically concentrated
in Australia, and that impacts how RPO engagements are
set up within a client organisation. " The vast majority
of people in Australia work within the [provincial]
capital cities, in particular Sydney and Melbourne, " says
Hussey. " Our RPO models are quite different in Australia
[compared with the United States] in that they do tend
to be largely on-site models. The vast majority of our
employees will sit on-site with our customer, be fully
embedded in their teams, and they'll have centralised
hubs of recruitment. We can kind of get away with that
centralisation because that's where the concentration of
hiring activity is happening. "
There is also a tendency to either outsource the whole kit
and caboodle-or not anything at all, though that may be
changing.
" One of the other factors is that in Australia, typically the
RPO market tends to be an all or nothing type market-
in the customer will outsource 100 per cent of their
recruitment activity to an RPO provider versus the U.S.
where partial RPOs are in place, " says Hussey.
But this may be due to the maturity of the current market.
" It amazes me still that I can walk into a large corporation
and they are still using recruitment agencies at high fees
for over 60 per cent of the hiring that they are doing, "
says Hussey. " There's still quite a bit of market education
to be done, and it's definitely a growth market and it's
about finding the right solution for the customer within
the market. "
Once organisations earn benefits from their RPO
engagement-cost savings, reduced time to fill, flexibility,
scalability, unique skill sets-they may look to augment
their regional recruitment teams with additional hires and
project work, says Hussey.
Supplementing inhouse recruitment teams is a trigger for
growth, says Hubble. " We have seen a trend with clients
who have their own recruitment teams, who have not
chosen to outsource, coming to us and asking for help to
give them that scalability that they can't easily achieve by
themselves, " says Hubble. " So, supplementing the work
of inhouse teams is a trend that we're seeing. We've had
a number of employers with their own teams come to
us and basically ask, for lack of a better term, to 'rent a
recruiter' from us for a period of time. "
Another growth opportunity is contingent workforce.
In fact, recent research from Ardent Partners shows that
by the end of 2017, 45 to 50 perc ent of the total global
workforce will be considered non-traditional or nonemployee.
