On the other hand, if upper management is looking to
transform HR from an administrative function to a full
business partner, then picking the right partner is of
crucial importance. Selecting the right BPO partner is
the most important decision of the programme. Having
the right programme manager for the transition is
equally important. The programme manager links the
two organisations together, and is in a position to best
influence the outcome. This executive should be able to
negotiate, lead, and manage multiple projects, across
multiple functions, and in some cased across multiple
regions of the world. A team player with a strong
personality will be able to earn the respect of the team
and deliver on results.

to implement new methodologies. This is by far the most
complex period in the transformation as many elements
are in transition and not necessarily on the same
schedule. Dependencies have to be managed in order to

Organisations enter the steady state when it is operating
under the new model. Reaching this state, depending on
upper level management point of view, could be the end
of the programme-or the beginning of a transformation
journey that will continue to evolve through the use of
newer technologies. Organisations of the latter mindset
are looking to differentiate themselves as an innovator of
human capital management.
Partnering Up
Before any transformation can occur, organisations
need to find the right partner to work with. A critical
piece when it comes to looking for the new partner is
understanding upper management's strategy. If the
intent of upper management is to transfer the work
and be done with it-other than a monthly report and
metrics-a hands-off policy is the best way to go. Pick a
partner with a relatively good reputation that has the

When I was responsible for leading an HR transformation
at a previous organisation, I negotiated with several BPO
providers. It was key that I could maintain control over
the entire organisation, including the BPO component,
in order to continue to build, innovate, and enhance
the offerings that we provided. Once decided on a BPO
provider, the long journey to transform begins.
From my experience, business process outsourcing has
five stages (see Figure 2 below).
