Daniel Smith, a five-year SAE Member, is
Waymo's Assistant General Counsel for
regulatory matters. Formerly known as
Google Self-Driving Car Project, Waymo is a
leader in the development and deployment
of SAE Level 4 automated driving systems.
Smith provides legal advice on the range of
regulatory issues related to automated
vehicles.
He also manages Waymo's regulatory
compliance program.
Smith had a 37-year career with the U.S.
Department of Transportation, including a
stint with the National Highway Traffic
Safety Administration to head NHTSA's
enforcement office. For the last five years of
his career, he was NHTSA's Senior Associate
Administrator for Vehicle Safety. In that
role, he managed NHTSA's rulemaking,
enforcement, research, and data activities.
Although his primary focus has been on
governmental regulation of automated
vehicles, Smith said he " realized the
importance of industry standards activities,
particularly where government standards
have yet to emerge " while working for
Waymo.
And so he became involved with SAE's
Task Force on Taxonomy and Definitions for
automated driving, where he has helped
develop the 2018 and 2021 versions of
J3016 (See article on J3016, page 28). He

also serves on the On-Road Automated
Driving (ORAD) Technical Committee,
which coordinates the various SAE task
forces that work on vehicle automation.
Although a lawyer by trade and not an
engineer, Smith's long career in
transportation safety provides a helpful
background for his SAE activities.
He told Update that he finds his work
with industry experts on SAE committees
