and one notice were then
published in the Jan. 12 Federal Register. The interim final rules included banning specified risk materials
- including small intestines of cattle - from the food supply (see
"Removing risk," M&P, March 2004, Page 21) and expanding the ban
on central nervous system tissue in products derived from advanced
meat recovery. A final rule was also published that prohibited air-injection stunning. Finally, a notice announced that downers targeted
for B.S.E. testing can not pass inspection until negative test results
are obtained. Renderers specific role in complying with these rules
remains to be seen.
The U.S. Dept. of Agriculture's decision to increase B.S.E. surveillance and aggressive testing regulations - which were implemented earlier this month, has been fraught with conflict, controversy and industry infighting. The rendering industry has maintained a fairly low profile while U.S.D.A. and the Food and Drug

Administration have made legislative changes intended to convince
the general public and U.S. trading partners that U.S. beef is still
among the safest in the world.
More than a month after the ill-fated discovery, F.D.A.
announced it would ban the use of animal blood in the
production of cattle feed. The agency's Jan. 26 announcement also ensured that dietary supplements and cosmetics would not include ingredients derived from downer cattle.
Brain, skull and spinal material from cattle older than 30 months
was banned from F.D.A.-regulated food and cosmetic products.
U.S.D.A.'s rule, published two weeks prior to F.D.A.'s was similar.
Besides the more aggressive testing mandate, other legislative changes include speeding up the adoption of a national I.D.
system. Secretary Veneman has also indicated that B.S.E. testing
should be focused on rendering plants rather than at the plants
where they are slaughtered. Adding a testing step to the rendering
process can only add costs; unfortunate timing for renderers, as
they have seen demand for meat and bone meal for feed and tallow dry up as a result of the ban.
In a telephone press briefing held this past February, Dr. Ron DeHaven, who then was U.S.D.A.'s chief veterinarian, said the department and state officials were working together to devise a system
