The Purchasing Department procures goods
and services through transparent and efficient
processes, secures best value for money, and
mitigates contractual risks to the Districts in
accordance with public procurement policy
and procedures.
In 2023, Purchasing was challenged with the
consistent, rapid growth of The Villages, however;
District Staff made proficient adjustments by
creating new efficiencies to meet the needs
of current and newly onboarded Districts.
Purchasing and the End Using Staff work hard
with suppliers and contractors to keep operations
moving productively.
The Purchasing Department continues to
solicit agreements utilizing District-wide bidding
to gain economy-of-scale advantages. This has
proven to yield price reductions and increased
competition of new and current contractors by
offering lucrative contracts.
Purchasing Staff focused on several key
training initiatives this year, including attending
the Florida Association of Public Procurement
Officials 3-day training in May of 2023 and
by sharing knowledge learned in facilitating
a District End User training in October and
November of 2023. These learning and training
sessions covered a variety of topics including
purchase requisition and purchase order
development, quoting and formal solicitations,
sole source procurements, cooperative and
piggyback contracts, and purchasing card

processes and best practices.
The Purchasing Department launched two new
centralized procurement programs by adding
the following government specific purchasing
accounts, Amazon Business Prime and Staples
Business Advantage. In addition to streamlining
the ordering process, District Staff have taken
advantage of competitive prices available only to
government customers, a wide range of product
selection, and quantity discounts as well as
reductions in delivery times.
The Purchasing Card Program resulted
in $5,185,474.04 in District purchases and
approximately $82,967.59 in rebates were
received. Additionally, Purchasing acquired
$26,256.97 for the District through the auction of
surplus property.
Through these and other initiatives, Purchasing
continues to be vigilant of District funds and
strives to leverage the power of our collective
spend and lower total delivered costs. Purchasing
Staff exemplifies our core values in utilizing
best practices and processes to ensure optimal
results demonstrated by proficiency and
professionalism in all aspects. The District End
Using Departments and District Purchasing
model Stewardship every day with their spirit
of service, collaboration, and strategic problem
solving to deliver great results and value.
