The Community Standards Department continues
to make strides toward ensuring an efficient and effective
department that assists Residents with any
ARC or Deed Compliance needs. The Community
Standards customer service office assisted 5,876
walk-in residents with their ARC applications and
deed compliance concerns, answered over 22,000
phone calls, processed 8,906 ARC applications, and
reviewed 3,873 deed violation complaints.
In FY 22-23, the Community Standards
department accomplished many goals and
assisted District Boards with the following:
* Implemented a new department organizational
structure where each division within Community
Standards has an Administrative Coordinator/
Supervisor for daily operational needs and
succession planning.
* Working with Legal Counsel and the District
Boards, updated the External Deed Restriction
Standards Definitions to ensure the Standards
were in line with the Deed Restrictions as a
supporting resource.
* Each District Board received a newly formatted
presentation of their Quarterly and End-ofYear
statistics pertaining to deed compliance
information and architectural review applications.
* Working with Legal Counsel and the District 11
Board of Supervisors, assisted District 11 with
the adoption of their Rules to Bring About Deed
Compliance, External Deed Restrictions and
Fine Schedule, and External Deed Restriction
Standards Definitions.
* Began updating the current Architectural
Review Manuals for each District to provide
requested changes from the District Boards and
Architectural Review Committee, make the manual
easier to navigate, and clarify information

for easier understanding. The new updated ARC
manuals for each District will be approved by their
Board of Supervisors in FY 23/24.
* Working with Legal Counsel for each District,
Community Standards began the process of
Amending and Restating the Rules to Bring About
Deed Compliance which included revisions to
Appendix B: Procedures for Compliance and the
External Deed Restrictions and Fine Schedule.
Process changes included:
» ARC requirements for tree removal in home units.
» Establishing a fine schedule of $150 initial
fine and $50 daily fine for properties in which
District staff is hindered from maintaining those
properties per an Order of Enforcement.
» Adding a process for a District to maintain a
property, within the legal parameters permitted,
that pose a public health and safety risk to
the community.
» Adding an appeal process.
» How complaints are received in a District either
anonymously, non-anonymously, anonymously
within a District only, or non-anonymously within
a District only.
* With the newly established process to collect fines
levied on a property by filing a lien into public records
of Sumter, Lake, or Marion County, Community
Standards was able to collect $18,102.62 in fines due.
* Working with the Districts IT Coordinator, achieved
$9,000 in cost savings by utilizing surplus
equipment for department needs.
Community Standards will continue to work with
the elected Boards and the community to ensure
the aesthetics and beauty of The Villages are held
to the highest standards.
