ConceptToCompletion ic Homes am Histor Hick Unprecedented Undertaking Within the boundaries of what is now called Joint Base Pearl Harbor Hickam lies a neighborhood of historic homes designed by Capt. Howard Nurse and built in the late 1930s/ early 1940s. Exhibiting the same principles of modern city planning, this unique community is laid out with residential areas, administration and industrial functions organized along major and minor axes. Also, these main boulevards and side streets are surrounded by large open spaces and connected by tree-lined avenues, according to Lend Lease, the U.S. Air Force’s preferred developer to develop, design, construct, restore, rehabilitate and maintain its homes. As required, Lend Lease is in the process of restoring and rehabilitating the 623 units in the district and had chosen Pankow to perform a portion of the greater, multiphased master plan. The Hickam Historic District is comprised of 24 building types, explains Julianne Polanco of Lend Lease. “Historic preservation can be divided into two categories,” says Polanco. “Restoration essentially means you put everything back to the original period – to the best of your ability, when you opened the door and walked in, everything would be as if you went back to 1939. In rehabilitation, the historic elements are retained but other areas can be modified, as long as it is compatible with the original design.” Because the homes are part of the National Register of Historic Places, one of each home type had to be restored to historic preservation division standards, after which the remaining homes of that type can be rehabilitated. The Hickam Historic Homes project is one of the largest historic districts in a military installation that is getting rehabilitated currently, says Polanco. Pankow’s portion began in March 2009 and included the complete restoration of eight homes as well as: • 89 total units (79 single-family 28 | BUILDING INDUSTRY | DECEMBER 2011 homes and two apartment buildings with five units each) • 92 duplex units (46 total buildings) were renovated to make 46 large single-family houses • two apartment buildings originally with nine units each were renovated into five units each – interior walls torn down in order to allow for structural upgrades and to create larger apartment units, according to Mike Betz, vice president, Hawaii division, of Pankow. Back in Time Polanco explains that much of the beauty of these historic buildings is in their finishes. “There were not a lot of decorative elements; there were no crown moldings, for example,” she explains. “During that time, between the two world wars, those decorative elements weren’t things that people could afford or were being produced at any high rate.
