Guam Update: Winter 2011 Military buildup-related projects on Guam may be stalled, but some of the island’s top contractors and suppliers say they are busier than ever. BY JASON SOEDA Local Firms Prosper Despite Slowdown Regardless of the military buildup’s numerous postponements or delays, many construction firms on Guam say they are doing more than just surviving — they’re actually thriving. Not a company to put all of its proverbial eggs in one basket, Allied Pacific Builders (APB) has a steady stream of projects keeping them occupied while other companies struggle to maintain profits. “APB in Guam is busier than ever,” says Willie Alicar, president and CEO of the firm. “The delays have not affected APB. The company really rooted itself before the military buildup. We developed our relationships and networks early on and are fortunate to survive on smaller projects for the federal and local government and also in the commercial arena. APB has stabilized its base such that the company would be able to stay flexible with some delays and changes of plans. Alicar continues: “Obviously, the construction industry is banking a lot on the military buildup and while 30 | BUILDING INDUSTRY | DECEMBER 2011 the major construction projects are delayed, ‘ancillary’ work such as the work we do is not. “Delays in the military buildup have hurt some contractors especially the ‘big guys’ who just came in and set up shop anticipating task order projects from the big contract, MACC (multiple award construction contract), they have recently secured,” Alicar adds. “For these folks, they are incurring expenses without any revenue yet.” APB has thrived in Guam because
