LEARNING
FROM
How can governments
improve access to HIV testing
and treatment in Latin America
and the Caribbean?
BY: EZEQUIEL CARMAN
I
N 2014 UNAIDS set the 95-95-95 targets set to end the AIDS
epidemic by 2030. This ambitious target aims to ensure
that 95 percent of all people with HIV (PWH) will know
their status, 95 percent of all people diagnosed will receive
sustained antiretroviral therapy (ART), and 95 percent of all
people receiving ART will have viral suppression.
These targets are in reach. Yet to achieve them, policymakers must
ensure that their countries' laws and policies align with the latest scientifi c
advances and evidence-based recommendations around HIV prevention
and treatment and healthcare access. In doing so, they can learn from
one another's other's experiences with policy change. To help them in
this task, the HIV Policy Lab, a research and accountability platform,
provides cross-national data that allows NGOs and policymakers to
identify and visualize the eff ectiveness of diff erent policies that have been
implemented among 194 countries. When governments, NGOs, and local
activists understand the policies that promise to be most eff ective for
public health, it signifi cantly increases the speed and support for adoption.
The last data from the HIV Policy Lab shows that the region's progress
in implementing treatment and prevention policies recommended by
UNAIDS and WHO is below the global average.1
