PUBLIC AGENCIES DEVELOPING infrastructure projects now have access to a guide from the University of Washington Evans School of Public Policy & Governance that emphasizes factors local policymakers should consider before entering into a public-private partnership (P3). The guide, "Understanding the Risks & Rewards of Public-Private Partnerships," also describes the skills and attitudes policymakers should have to help their jurisdictions understand the benefits of P3s and suggests ways to structure agreements to help ensure projects are successful. Additionally, a new study, "Valuation of Strategic Options in Public-Private Partnerships," is available that focuses on comprehensive development agreements, which often are associated with toll road P3s. Bipartisan Bills Focus on Advancing Timber Construction IN AN EFFORT to establish a performance-driven research and development program to advance tall wood building construction in the United States, four U.S. Representatives have introduced the Timber Innovation Act (H.R. 5628) as a companion to Senate bill 2892. The House bill also includes language allowing the Wood Innovation Grant program to support proposals to use or retrofit existing sawmill facilities in areas with high employment to produce mass timber materials. In the last five years, 17 buildings between seven and 14 stories have been built using heavy timber construction globally due to recent advances in technology, engineering and safety. The House legislation has the support of the American Wood Council, American Forest Foundation, Binational Softwood Lumber Council and Southeastern Lumber Manufacturers Association. Phone Customer Service Stands To Improve ONLY 21 PERCENT of American consumers are satisfied with the way construction businesses handle their phone calls, well below the industry average of 32 percent, according to a study conducted by audio branding specialist PH Media Group. Insurance companies performed the best (41 percent), while customers of architectural firms were the least content (20 percent) with the way calls are handled. The research suggests there is a tendency for companies to focus their attention and budgets on visual marketing and Internet presence, yet the telephone remains a crucial aspect of branding and sales. EEOC Raises Fine For Failure to Post Worker Rights Notifications EFFECTIVE JULY 5, the U.S. Equal Employment Opportunity Commission increased the maximum penalty for failure to post notices of workers' rights under Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act and the Genetic Information Nondisclosure Act from $210 to $525 per violation.
