specifies that drivers using the sleeper
berth provision must take at least eight
consecutive hours in the sleeper berth,
plus a separate two hours either in
the sleeper berth or off duty, or any
combination of the two. Many in the
industry believe that, with additional
flexibility, drivers would be able to rest
when tired and adjust their driving
schedules to avoid some of the worst
congestion chokepoints. The FMCSA's
pilot study to assess the benefits of
allowing split-sleep will be underway
this year, and its results-expected
in 2019-may provide what motor
carriers and drivers are looking for in
terms of additional HOS flexibility.

SAFE AND AVAILABLE TRUCK PARKING
The No. 4 issue on the survey is
one that affects professional drivers
every day-the lack of safe, available
truck parking. In fact, while truck
parking is No. 4 on the overall survey,
among professional driver respondents, it's the No. 2 issue, after the
ELD mandate.
The growing scarcity of available
truck parking creates a dangerous
and costly situation for truck drivers, who are often forced to drive
beyond allowable HOS rules or
park in undesignated and, in many
cases, unsafe locations. Numerous
studies have documented the truck
parking challenge, including the
congressionally mandated Jason's
Law Truck Parking Survey Results and
Comparative Analysis.
This year, with all drivers on ELDs,
we may see the truck parking issue
gain even greater attention. In ATRI's
2016 truck parking diary research,
commercial drivers who were already
using electronic logs were nearly
twice as likely as drivers on paper
logs to spend more than 30 minutes
looking for available parking. In that
study, ATRI cites one driver who
commented, "ELD leaves no room for
dealing with full truck stops, making it
nearly impossible to preplan."
This is another area where the
industry must work with its supply-chain partners to educate them on

and collaboratively address the truck
parking shortage. Shippers and receivers who recognize the HOS constraints
under which drivers operate and who
provide truck parking and facilities for
drivers will be best-positioned to work
with their carriers of choice to get
freight moved.
Another top strategy for addressing the truck parking shortage is to
educate the public sector on the safety
consequences resulting from closing
public parking facilities and failing
to expand truck parking availability.
ATRI's truck parking diary research
quantified how frequently drivers
are forced to park in undesignated or
unauthorized truck parking locations
such as highway shoulders or ramps,
which 48.7 percent of drivers report
that the parking shortage leads them to
do three to seven times per week.

DRIVER RETENTION
It's difficult to keep drivers in the
industry when they are faced with
challenges such as finding a safe
place to rest. And keeping drivers in
the industry rounds out the top five
trucking industry issues. While related
to the driver shortage, driver retention
is a separate issue on the annual list of
trucking industry concerns.
Driver turnover surged through
the first half of 2017, after falling
for the duration of 2016, indicating
that the driver market has tightened
considerably and will likely continue
to do so in 2018. To combat driver
churn, which dramatically increases
recruitment and training costs, motor
carriers have begun to compete with
one another using sign-on and stay-on
bonuses. As documented in ATRI's
