California Set to Raise Diesel Tax 20 Cents
In California, legislators have passed a
bill to increase the excise tax on diesel
fuel by 20 cents per gallon in order to
help fund a $52 billion infrastructure
plan. The new tax rates are slated to go
into effect Nov. 1.
As a result, the state's diesel fuel
excise tax will increase from 16 cents
to 36 cents per gallon over 10 years.
Additionally, the state sales tax on
diesel will rise from 9 percent to 13
percent, and its gasoline tax will go
from 28 cents to 40 cents per gallon in
the same time frame.
Overall, California hopes to
generate a combined $10.8 billion
from the diesel excise and state tax rate
increases, as well as $24.4 billion from
the gasoline tax increase. An additional

$16.3 billion annually is expected to be
raised by charging an annual vehicle

fee (between $25 and $175, depending
on the vehicle value).

The president claims his plan will
depend partially on inciting private
investment in infrastructure. That
could be in the form of tax incentives
for investors of big-ticket projects,
allowing them to recoup costs through
tolls or fares.
According to the Federal Highway
Administration, the U.S. backlog of
needed repairs and improvements
to roads and bridges has reached a
colossal $836 billion. There is an
additional $90 billion backlog for
public transit systems.
While these needs have grown,
the money available from the Federal
Highway Trust Fund has fallen by
more than 9 percent from 2010 to
2015, per a recent Associated Press
analysis. To make up for the deficit,
some states are attempting to increase
their own gas taxes. South Carolina,
Tennessee, Indiana, California and

Montana are among the states that
are considering a gas tax increase
this year. Transportation funding
legislation is pending in Louisiana,
Minnesota, Oklahoma and Oregon.
In addition, Idaho, Utah and West
Virginia have approved transportation
bonding measures.

Democratic and Republican state lawmakers across the United States have
approved new proposals this year to
pay for transportation improvements.
These include tax hikes, vehicle fee
increases and bond packages. It follows
a trend: Over the past five years,
two-thirds of all states have increased
highway funding.
Transportation departments are
desperately trying to overcome the
backlogs that were intensified by the
last recession, and lawmakers are acting
regardless of promises from President
Donald Trump for a $1 trillion
national infrastructure program that
his administration has not yet detailed.
When it comes to repairing and
replacing thousands of old bridges as
well as repaving or widening countless
miles of overcrowded roads, state
officials have their doubts that Trump's
plan will help.
