A

t the end of 2017, ASLRRA
unveiled its new strategic vision
and plan, the culmination of
nearly a year of discussion meant to define
challenges currently facing the industry
and develop solutions to help ensure its
success today and in the future.
The current objectives section in the
ASLRRA constitution will be replaced by
new vision and mission statements:
Vision Statement: To be the leading
advocate and essential partner for the short
line railroad industry and to be the authoritative voice to industry stakeholders.
Mission Statement: To advance the
interests of the short line railroad industry
through strong and effective advocacy,
communication and education.
The new statements, which were
developed and recommended by members
of the Strategic Planning Committee, are
meant to reflect the challenges and needs
of today's short line railroad industry.
The strategic plan was developed in
support of the new vision and mission, and
it includes seven strategic objectives that
address the challenges facing our industry.
The Strategic Planning Committee and
ASLRRA Executive Committee approved
each of the objectives and accompanying
action plans.
"Our industry is facing significant
challenges in the near term, from gamechanging technology and the decline in
carload business to the ever-present truck
size and weight challenges and autonomous trucks," said Judy Petry, ASLRRA

Chair. "Our customers and our Class I
interchange partners are seeking transparency as never before. A new president and
executive branch, and their call to reduce
unnecessary regulations, are giving us an
unprecedented opportunity. Now is the
time for ASLRRA leadership to create a
road map for the future, guiding our focus,
investment and value to our members."

The Process
A committee of 27 people from within
ASLRRA membership worked to create
this new strategic plan. The committee
featured three subgroups - Founders,
Leaders and Future Leaders - based
on the idea that any plans needed to
consider the past, present and future of
the Association.
As a foundation for future talks, the
committee sent out a survey to ASLRRA
members. After reviewing the results,
committee members developed a strengths,
weaknesses, opportunities and threats
(SWOT) analysis at its first meeting in
early January 2017. The SWOT analysis
served as a guide for the trajectory of the
planning process.
As 2017 progressed, the three subgroups
held meetings and conference calls to
further work on the plan. They also
conferred frequently with the ASLRRA
Board of Directors and ASLRRA
committees to provide updates and
receive feedback that helped guide
decision-making. For instance, the
Technology Committee held a summit
