PSR is already creating a more reliable
service product and yielding new opportunities for partnership with short lines.
Despite a few disruptions early in the
transition, our short line volumes reflect
positive year-over-year growth of 3.1
percent. Our train plans have stabilized,
velocity has improved and dwell - the
time trains sit at a stop - is below last
year's averages. In addition, our network is
already demonstrating improved efficiency,
as we have moved more freight this year
with far fewer resources on a year-overyear basis.
Together with our short line partners,
we have been able to capitalize on opportunities across multiple
markets, including coal,
chemicals, automotive
and minerals. PSR

that have been occurring at CSX Transportation. Under new leadership that came
on board in 2017, CSX has experienced
dynamic change, such as transitioning
our operations to align with the Precision
Scheduled Railroading (PSR) philosophy
and creating a more efficient, reliable railroad. The pace of change associated with
implementing PSR has been rapid, and
we remain laser-focused on improving
our service product, driving efficiency and
creating value for our customers and short
line partners alike.

discouraged. Short lines can help fulfill
capacity needs for customers that require
this type of arrangement to support their
supply chains, and reductions in private car
fleets might lead to storage opportunities
on short lines.
Our customers have told us to "just
do what you said you would do," which
is a request we are committed to fulfilling.
PSR requires that everyone understands
the principles, knows how those principles
apply to their role and have a passion
to follow the plan. There's a premium
on accountability and execution, and
it's important to note that it takes all
constituents to play a part in improving
the overall efficiency of the supply chain.
It's also critical that customers effectively
manage all aspects of their supply chain
to help us control the flow of cars in and
out of plants to match throughput capacities at origin and destination. We need
our short line partners to help turn assets
as quickly as possible when the freight hits
the interchange. And, yes, we need to hold
up our end of the bargain.
There is no arguing that short lines
do a great job at industrial development
and serving local customers. We believe
the combination of a more efficient longhaul, precision-scheduled network and a
customer-centric short line is a powerful
growth engine that will serve both of
our interests. And, yes, times they are
a-changin', but our commitment to short
lines remains firm and unwavering. —
