MEET THE STAFF

FRED OELSNER
LEGISLATIVE TEAM &
ASSOCIATE, CHAMBERS,
CONLON & HARTWELL (CC&H)
In each issue of Short Line Connector, we introduce you to a member
of the internal ASLRRA team. Each ASLRRA team member brings
unique experiences and skills to the Association.
Short Line Connector: When did you
join the staff of CC&H?
Fred Oelsner: Feb. 10, 2014.
SLC: Tell us about your educational
and professional experiences leading up to
this point.
FO: Before moving to Washington and
joining CC&H, I received my bachelor's
degree in mechanical engineering from
the Colorado School of Mines and my
master's degree in international studies
from the Josef Korbel School of International Studies at the University of Denver.
While attending school, I held a number
of part-time and short-term positions,
including several internships and working
as an enumerator for the U.S. Census
Bureau. Additionally, I spent one summer
in Nairobi, Kenya, working as an adviser
to a group rehabilitating toilet and shower
facilities in Kibera, which was the secondlargest informal settlement in Africa.
SLC: Are there particular past experiences or areas of interest that created a
good fit for your present position?
FO: I have always been interested in
transportation, which played a big role in
why I pursued an engineering education.
Despite not taking that route for a career,
working at CC&H, with its strong
infrastructure and technology focus, is a
great way to connect my long-term interest
in transportation issues with my desire to
work in D.C. Working for ASLRRA, in
particular, on our data-driven approach
to representing more than 600 small

railroads, has been a great way to take
advantage of my technical background
in a policy environment.
SLC: What new initiatives and opportunities should members look for within
the ASLRRA legislative and regulatory
programs in the next year?
FO: We are all looking forward to
the Trump administration's proposal
for improving America's infrastructure,
which we expect to be revealed in 2018.
What we have seen so far suggests an
increased role for the private sector in
our country's infrastructure, and our
privately owned and maintained short
line railroads are well-positioned to play
a key role in that plan. Beyond that, we
hope to see further regulatory reform and
key appointments to the Federal Railroad
Administration and Surface Transportation Board.
SLC: Describe ASLRRA members in
three words.
FO: Focused, driven and
entrepreneurial.
SLC: What's your favorite part of
being on the ASLRRA team?
FO: It is great to work with a team
that has a great deal of combined experience working with our short line railroads
on issues across the board within the
industry. It's pretty easy to get wrapped
up in the particular issues we are working
on in Congress and in the administration,
but the ASLRRA team helps keep the
broader needs of short lines in mind.

SLC: What hobbies or pastimes do you
keep up with outside the office?
FO: Riding my bike, checking out new
breweries and traveling when time allows.
SLC: What is the single thing you
cannot do without during your workday?
FO: Coffee. At least four cups a day. —
