automation, drones operating in
hazardous environments and freighttruck platoons. By the same token,
the U.S. Department of Justice and
other regulatory enforcement agencies
will be ensuring that AV companies
don't use misleading language, either
through existing or developing legal
frameworks. Prime examples where
companies might run into trouble
include language like "autopilot," when
"driving assistance" may better inform
consumers and prevent accidents.
FACILITATION OF COORDINATED
EFFORTS
The current administration has named
development of AVs as a research
and development budget priority
item, and the administration plans
to lower barriers to development and
implementation. Currently, a number
of state and local governments are

conducted varying levels of AV testing,
often in closed or limited test conditions. With federal money on the
line, more governments are likely to
consider testing opportunities.
In keeping with the priority, AV 4.0
reflects overall efforts to help develop
diverse ideas in the field of automation, including coordination with
stakeholders through cross-agency
collaboration. This cross-application
approach builds off several presidential
executive orders aiming to increase
American innovation in artificial
intelligence, such as deregulation and
increasing STEM education through
apprenticeship programs. Additionally,
the federal government will be promoting voluntary consensus standards
to be validated by testing protocols,
which reads as turning some degree of
testing over to private industry rather
than top-down control.

CHANGE IS COMING
While parts of the report read as
future plans beyond 2020, the most
important conclusion is that change
is coming, and at least for the foreseeable future, the government is
going to actively promote the change
through grants and consideration for
stakeholders. More so than just AV
in reference to automobiles, AV 4.0
reflects a commitment to maintaining
American innovative supremacy in
increasingly automated society.
