the question remains whether fleets
can operate and maintain EVs with an
operational cost that is equivalent to
diesels. "There are fewer moving parts
in an EV, but now you have batteries
and charging. So, how does that
balance out?"

Investment in Charging
Infrastructure
The success of EVs is reliant on
charging infrastructure. In the 2015
highway bill, Congress directed the
U.S. Department of Transportation
(DOT) to identify and establish
fueling corridors to support
alternative-fueling stations, including
electric-, hydrogen-, propane- and
natural gas-fueling infrastructure
at strategic locations along major
national highways. DOT was also
charged with identifying the near- and

long-term need for, and locations of,
EV-, natural gas- and propane-refueling
infrastructure for both passenger and
commercial vehicles.
Since 2016, the Federal Highway Administration (FHWA) has
announced several rounds of alternative-fuel corridor designations.
For example, rounds 1 and 2 of the
FHWA's designations included 58
nominations and segments or entire
lengths of 71 interstate corridors.
Forty-four states now are designated as
corridor-ready or corridor-pending for
one or more alternative fuel types.
OEMs are also looking at charging
infrastructure, and Volvo will have one
of the largest fast-charging stations in
the country for trucks, Fenton said.
"We will be using solar panels to
generate clean energy."
When it comes to infrastructure,
fleets may need a dedicated substation
depending on how many trucks they
have and how those trucks are charged.
"Those are the kind of things you're

going to have to deal with," Legler
said. "The truck just doesn't show up
tomorrow. There is a whole infrastructure plan the fleet has to create."
ChargePoint, a provider of EV
charging infrastructure, has 100,000
charging stations deployed. David
Peterson, ChargePoint's head of fleet
solutions, said the company could
work with fleets interested in adding
EVs on how to lay out their facilities
and how to grow an EV fleet. "You
really need to think about electricity
as a fuel," Peterson said, adding that
planning is critical. "The biggest
challenge is getting the utility infrastructure when you need it."
Andrew Papson, an e-mobility
adviser for Southern California
Edison, said medium- and heavy-duty
fleets are much more complicated
than light-duty fleets. "They vary in
the fleet size and operational needs,
so there is no one-size-fits-all charging
solution," he said. "Each fleet will
need a charging infrastructure plan."
The higher power the charging, the
greater the capital costs. "Plus, there
are potentially higher electricity cost
and potential battery degradation,"
Papson said, adding that fleets should
consider their battery size, duty cycle
and dwell time.
Papson suggested that fleets plan
their yard layout for efficiency and
expandability. "You can plan for your
initial installation and what it will
look like in the future," he said. "Consider what is easiest today and what is
easiest to grow."
He warned that construction
impacts could be much more significant than people think initially.
Putting chargers into an existing yard
can include breaking concrete and
laying conduit, which can impede
operations, he said.
Southern California Edison tells
fleets it can take six to nine months for
the design-build process. "However,
