What ILMA Members Want
From Washington - Our 2017
Advocacy Agenda.

R

ight after the November election, we asked ILMA manufacturing members
in a survey what issues are top priorities for their businesses. Based on the
survey results, we developed our advocacy agenda for 2017.
The agenda prioritizes issues based on the results. In addition, we designated
certain issues as "industry specific," meaning that they directly affect lubricant
manufacturers, as opposed to the broader business community, and require ILMA
to take the lead in advancing and defending these initiatives.
Here's a snapshot of what we will be following as the Trump administration takes
office and the 115th Congress gets to work.

INDUSTRY-SPECIFIC ISSUES
* Automatic Transmission Fluid (ATF): Members remain concerned with regulations
advancing in the state of California, and in the National Conference of Weights
and Measures (NCWM), that restrict multivehicle ATFs.
* Obsolete Oils: ILMA will continue to participate in the rulemaking process in
California which emerged following the 2015 passage of AB-808, which bans
motor oils that don't meet current API service categories and are considered to be
obsolete. ILMA supports the removal of these obsolete engine oils from the retail
marketplace while allowing for exemptions for certain purpose-built engine oils.
In addition, ILMA will work to move similar regulations through the NCWM.
* EPA Ban of Medium- and Long-Chain Chlorinated Paraffins: ILMA will continue
to work for appropriate regulatory review of pending action by the Environmental
Protection Agency (EPA) to ban MCCPs and LCCPs.

Based on our survey, members ranked five business issues as "top priority." ILMA will
be seeking additional input from members as these issues progress through Congress.

Tax Reform: It's expected that Congress will act on corporate tax reform early on.
While ILMA supports lower, more globally competitive tax rates, it's imperative that
any proposed legislation treat pass-through entities the same as C and S corporations. Also on our radar: ILMA is concerned about a proposed "border tax" on
imported products (such as Group III base oils), the estate tax and/or IRS rescission
of a proposal on valuation of closely held businesses for estate tax purposes.

Affordable Care Act (ACA): This issue is sure to be in the crosshairs early for
"repeal and replace." ILMA is aligned with small business groups that support
