language where it's more important than ever for every 'i'
to be dotted and 't' to be crossed. Everything must match
exactly, or it can cause serious difficulties ... If delays occur,
even receiving documents from customs in the foreign country, it is possible to go past the expiration date of the letter
of credit - in which case, the entire process stops. Every
single line on the letter of credit must be considered prior
to accepting the order, and especially prior to shipping the
order," he added.
According to the U.S. Department of Commerce, of
the 27 million small businesses, less than one percent, or
only about 266,457 businesses, are currently selling their
products to foreign buyers. In 2015, the U.S. exported
about $81 billion in auto parts worldwide, according to the
Department of Commerce's International Trade Administration. The department said that one of the promising and
overlooked regions for U.S. automotive aftermarket parts
exports is Latin America, particularly Peru, Guatemala and
El Salvador. Demand for aftermarket auto parts and repair
services in these three markets is increasing because of aging
vehicles, averaging 15.5 years for private and 22.5 years for
commercial vehicles. In addition, there is a high number of
used car sales, and the Department lists lubricants as one of
those products in demand.
There are numerous overseas markets for U.S. lubricants,
and Moughler sees the potential for more exports when the
TFA is fully implemented. "It should [help increase U.S. exports] because it will enable U.S. lubricant manufacturers and
exporters to better predict trade costs into new markets and
better predict effects of customs procedures into all participating jurisdictions. The true harmonization of tariff codes with
associated duty rates will help exporters predict costs," he said.
But Eggenschwiler warned that "it won't happen quickly in
most smaller or developing markets. The structural investments needed to produce the transparency will take time,
and sources of protectionism favoring existing sources for
similar products can be numerous. Exporters will need to
demonstrate resilience and determination to developing
their intended stake in the market ... By signing the agreement, each participating country is indicating their willingness to permit transparency that will allow access to these
procedures and costs. But the language of agreement limits
the expected progress on the resources available to each
country. So, the actual benefits will follow the investment,
which will need to be substantial in many markets. How
quickly the real benefit will begin is anyone's guess."

could enhance transparency quickly, with perhaps a 12 to 18
months timeframe. Many details are already available with
these select markets, and many of the additional details are
digitally available to local users (at least government users).
However, the 'other' regulatory requirements will likely
take longer. Even where these are already digitally available,
linkage to a more publicly available platform with English
translations will require more significant investment," said
Eggenschwiler.
Reducing delays and eliminating time-consuming
and costly procedures can bring some relief for lubricant
exporters where timely delivery of goods to customers can
sometimes be critical, especially for industrial lubricant
manufacturers. Apart from these benefits, "the eventual
transparency should provide U.S. exporters more clarity
about costs and/or subsidies experienced by exporters from
other nations that compete in the same market. Whether the
clarity yields a benefit to U.S. exporters remains to be seen,"
Eggenschwiler added.
In the meantime, "doing business internationally, just
as with doing business in the United States," said Powell,
"perhaps the most important thing is to note is that your
relationships with customers are paramount."
