NORA Members Responsibly Recycle Used
Oil: Great for Engines, Equipment and the
Environment

I

n 1984, four used-oil recycling companies came together
to form the National Oil Recyclers Association (NORA)
to oppose the Environmental Protection Agency's (EPA)
effort to classify used oil as a hazardous material. NORA
argued that used oil could be beneficially reused if responsibly recycled. NORA's efforts were successful and led to the
creation of EPA's used oil management standards and the
growth of quality products made with used oil.
Today, NORA continues to defend the rights of its members to responsibly recycle used oil and related materials.
Each year, NORA members collect and process over a billion gallons of used oil and related materials. Depending on
the processing technology, used oil-derived products include
recycled fuel oil, marine diesel oil, vacuum gas oil and base
oils, among other products.
Over the last 10 years, there has been a major expansion
of North America's advanced used-oil processing. As of
2017, there are 22 advanced used-oil processing facilities in
North America with a processing capacity of 625 million
gallons annually. Out of the 22 facilities, 13 are producing
Group I, II, II+ and/or III base oils with an annual processing capacity of 340 million gallons (these companies are
often referred to as re-refiners).
The other 285 million gallons of advanced used-oil
processing capacity generally produces vacuum gas oil and
marine diesel oil.
Members of ILMA that require quality base oils to manufacture quality lubricant products have come to rely on
NORA re-refining members.
When an ILMA member uses re-refined base oils from a
NORA member, it is choosing to manufacture an environmentally beneficial and sustainable product. For each gallon
of used oil that is re-refined and utilized as a base lubricant,
an ILMA member is helping conserve renewable resources,
reduce greenhouse gas emissions, protect water quality and
lessen dependence on foreign oil. The re-refined base oils

used by ILMA members are proven to be great for engines,
equipment and the environment.
NORA is proud to represent nearly 350 member companies that are part of the overall used-oil recycling system.
NORA continues to work in Washington, D.C., and
around the country to advocate policies that will allow its
members to continue to provide quality used oil-derived
products to companies, including ILMA members.
