Working Congress from Outside the Beltway

E

very year as the cherry blossoms appear in Washington, D.C., tourists swarm the city, and along with them throngs of
citizen lobbyists hit Capitol Hill. People from all walks of life heed the call from their trade associations to "fly in" to
Washington and storm the Hill - with name badges affixed to their lapels and issue briefs tucked into their briefcases.
ILMA has been a strong supporter of the National Association of Manufacturers' (NAM) annual fly-in for many years. But
last month, NAM announced it would no longer organize large-scale fly-in events. It is moving in a new direction.
As famed House Speaker Tip O'Neill noted, "All politics is local." Thus, NAM is focusing its efforts outside the beltway,
creating opportunities for manufacturers to engage directly with members of Congress in their districts on the manufacturers'
home turf. It is also encouraging manufacturers to host members of Congress in their plants, so that they can gain a better
perspective on some of the issues the industry is facing every day.
For those ILMA members who have participated in the NAM fly-in events for many years, I know this decision is a bit of
a disappointment. There's nothing more energizing than trekking around Capitol Hill, delivering an important message to
those in power.
Throughout my career, I've been involved in these events - directly
organizing a number of them. While they can be effective, I do agree with
the sentiment of Speaker O'Neill.
The downside of large-scale fly-in events is the very fact that they are
orchestrated events, and members of Congress know it. In addition,
timing is important when you're carrying a message to the Hill, and it is
impossible to predict whether important industry issues will be in play on
the Congressional agenda when associations begin planning these events a
year or more in advance. While a fly-in certainly creates an impression on
the Hill, there is truly no substitute for an individual developing personal
relationships with his or her members of Congress.
You might wonder, though, "How do I do that?" Call the district office
and talk to the staff there; arrange appointments when your representative
is in town during recess; and even invite the representative to your facility.
They are interested to see your operation and learn about the challenges
you face. It makes an impression to see a successful business engaged in the
local community and in the lives of those it employs.
Small, targeted fly-in events, timed when legislation is heating up, can be
highly effective, and NAM has committed to utilize these when the time is
right. ILMA continues to engage with NAM on key issues and stands ready
to help recruit members for these events when needed.
ILMA can help you with developing these important relationships and can assist you by providing background on issues
affecting our industry. We can bring you up to speed on the status of key legislation pending in Congress. ILMA's Advocacy
Agenda can be accessed easily from our website. Finally, be on the lookout for ILMA's new grass-roots tool, enabling you to
email your representatives as easily as entering your zip code.
We will certainly miss the camaraderie of the annual "Day on the Hill," but we won't slow down our advocacy efforts. If
anything, we'll ramp it up and continue to ask for your help. While it's easy to become enamored with Washington, the seat
of power really lies with you.
