Committee members also discussed the Great Lakes phosphorus issue and its potential impact on ILMA members.
"This issue is not going away," Leiter said. "There are things
ILMA could and should be doing in terms of showing that
the industry has made dramatic steps over the past four
years to reduce phosphorous levels."
During the session, John Howell, president of GHS
Resources, provided an update on TSCA Reset/Nomenclature Issues and said the EPA has provided guidance for
those companies that were submitting premanufacture
notices and wanted to keep the chemical descriptions
confidential. That guidance can be used by those within
the industry when creating SDSs to write a confidential
identity of a chemical.

A Glimpse Into the Future

"This is brand new, very consequential and deserves your
consideration," Eggenschwiler said, adding that it will affect
anyone in the room who is already shipping to South Korea,
putting product on the market there or intends to put
product on the market there between now and 2026. "The
one exemption is you still have a market for less than 1 ton
per year for any substance."
Eggenschwiler explained that K-REACH will impact Korean
importers. "If they can't show a registration number for your
supply, they can't buy from you," he said, adding that the
regulation will affect all companies that sell more than 1 ton of
product in the country. "If in doubt, pre-register," he said.
Dr. Stephan Baumgartel, representing UEIL, gave attendees
an overview of REACH, a European Union (EU) regulation.
He said registration is over now for substances between 1 ton
and 100 tons, and 23,462 substances have been registered.
David Wright, director general of United Kingdom Lubricants Association (UKLA), was also present to give an update
on metalworking fluid issues in the U.K.
During ILMA's Metalworking Fluids Committee, Andrew
Jaques of the Chlorinated Paraffins Industry Association
said the industry will be working with the Environmental
Protection Agency (EPA) over the next few years on the
Medium-chain Chlorinated Paraffin Testing program, which
is part of the Significant New Use Rule.

Two of the meeting's speakers shared their insights on what will
happen going forward in both the energy and political arenas.
Blake Eskew, vice president of IHS Markit, said new
forces are changing energy and lubricants markets and said
the industry could see short- and long-term disruptions.
Crude prices are increasing, which Eskew attributed to
the return of Iran sanctions. Iranian oil exports fell 500,000
barrels per day between the second and third quarters of
2018 as the EU, Korea and Japan cut back. However, the
Iran disruption has been partly offset by fewer disruptions in
other areas, such as those related to wars or platform issues.
"After the sanctions return and one of these problems arrive,
that is when you have a greater probability for a bigger oil
crisis," he said.
