ost of us have probably been
through a bad family road
trip, where every family
member tries to influence the destination and one or more doesn't quite
get what they want. Then the big
day to depart arrives, and one person
holds up the entire crew because he
or she hasn't finished packing yet.
The group's mood darkens, and if it
starts to rain before the family finally
reaches the destination, it's game over.
Everyone is on edge, and the vacation
is ruined before it ever really began.
Coming up with a new engine oil
category is a lot like that road trip.
GF-6, in fact, hasn't just been a long
trip, it has been a long trip on a very
rough road. But it is not the first category to arise from a bumpy ride. In
fact, to understand the GF-6 situation,
we must go back to GF-5.

Destination: GF-5
GF-5 evolved under the "ILSAC/Oil"
process, wherein original equipment
manufacturers (OEMs), additive
companies and oil marketers came
together to develop the category.
Just as a road trip begins with picking a destination, a light-duty category
begins with a "needs statement," or a

description of lubrication requirements
that are not adequately met by existing
performance categories. In practice,
needs statements generally are created
by one or more OEM(s). One stipulation in issuing a needs statement
requires "adequate data and justification for the proposed category."
For GF-5, International Lubricant
Specification Advisory Committee
(ILSAC) OEMs saw the following
emergent technologies as potential
lubrication challenges:
* Turbocharging
* Cylinder deactivation
* Gasoline direct injection
* Multi-fueled vehicles
(including E85)
Considerable time was invested
in determining whether these technologies were going to be significant
enough to warrant inclusion in the
specification. (For some OEMs, that
time was impeding progress on the
"real" work of developing tests.) The
argument, based on the "adequate data
and justification" principle previously
mentioned to validate a needs statement, was that if these technologies
weren't widespread, they didn't belong

in GF-5; they should be addressed by
other specifications targeted at specific
engines. The discussion surrounding
whether these technologies are in or
out of the specification could not
be resolved inside the ILSAC/Oil
process because assessing technology
prevalence would require disclosure
of proprietary information by each
OEM. An attempt to circumvent this
through an independent polling organization was unsuccessful because the
OEMs and their oil-side counterparts
disagreed on the conclusions. OEM
frustration with the pace of progress
was palpable since this survey took six
months to compile.
Progress was also impeded through
perceived inefficiencies in the voting structure under the ILSAC/Oil
process. Voting relied on a weighted
scheme in which OEMs had two
votes, oil marketers had two votes and
the additive companies had a single
vote. Frequently, it was hard for an
organization to achieve the internal
consensus required to cast votes.
OEMs were frequently irritated at the
perceived delays arising from abstentions or hung votes. These frustrations
increased during the limit-setting
stage. OEMs wished to tighten some

GF-5 development was
impacted by the loss of
large numbers of both
experienced staff and
funding for R&D activities.
