diminution of civil liberties and potential incarceration for
leaders of the protest.
U.S. administration officials have recently intimated to
media outlets that measures are being considered by the U.S.
government in response to any action taken by the national
government that the U.S. considers to be inappropriate.
This comment refers to current consideration by the U.S.
toward formally decertifying China's trade standing with the
U.S. This step, if it were to be taken, would have significant
economic impact on China. It would not only recategorize
China's trade standing with the U.S., but it would also negatively impact economic advantages China enjoys with many
U.S. allies. So far, none appears willing to speculate what it
would consider to be an inappropriate action, but the fact
that the consideration is being mentioned suggests that the
definition is likely to be broad and the threshold low.
The value to the U.S. in decertifying China (they least openly
considering it) is its severity of impact in line with similar impact
precipitated by China with its currency devaluation. The role that
events in Hong Kong play is simply the underlying justification.

HONG KONG
Potentially counterbalancing China's use of currency devaluation as a tool in the ongoing trade dispute with the U.S. is
the precarious position China faces with the rising insurrection attitude currently exhibited by Hong Kong. The
protests spotlighted in news media coverage challenge PRC
leadership and tempt the imposition of national government
reprisal. Although reprisal might not resemble Tiananmen
Square, any meaningful measures would likely include

OTHER DECERTIFICATION TRIGGERS
Even without an adverse event in Hong Kong, other global scenarios offer similar impetus for the U.S. decertification of China.
Recent and ongoing activity by the Chinese military in the South
China Sea certainly could be viewed as supporting the case. In
addition, Chinese activity to encourage Europe to sidestep U.S.
sanctions against Iran undermines U.S. foreign policy and might
also be considered activity precipitating the decertification.
With the advent of this multifaceted approach to the
political and economic conflict, the economic threat is
becoming more salient to both sides. Perhaps the escalation
is a means to a good end for U.S. businesses and consumers.
But clearly, the pain isn't going away soon.
