Tell Congress It's Time to
Pass USMCA

T

he jobs of 2 million American manufacturing workers depend upon
exports to Canada and Mexico, including more than 43,000 small and
medium-sized businesses. One would think that fact alone would prompt
Congress to act on the United States-Mexico-Canada Agreement (USMCA). But,
true to form, there has been no movement of the legislation to date.
As a quick primer, the USMCA is basically an updated North American
Free Trade agreement (NAFTA). It has been modernized and strengthened. It
includes more stringent intellectual property rules, protecting U.S. manufacturing
inventions and innovations. It sets standards for the new digital era that were
nonexistent at the time NAFTA was envisioned.
Canada and Mexico purchase more U.S. goods than any of our other trading
partners, equaling one-fifth of U.S. manufacturing output. This trade agreement
ensures manufacturers can sell their products duty-free into Canada and Mexico
and eliminates red tape at the border. It provides for fair competition with the
same rules both at home and abroad. It also prohibits anti-U.S. discrimination
and anti-competitive activity from foreign governments.
ILMA members should consider calling their congressional offices to express
support for USMCA and to ask why Congress continues to delay passage of this
important legislation. To contact your member of Congress, simply visit www.
house.gov and enter your zip code on the home page. From there, you will be
provided all the information you need. Likewise, you can find contact information
for your senators at www.senate.gov. If your company does business in Canada or
Mexico, be sure to share that fact with your representatives and senators.
Democrats initially held up passage of the trade agreement over concern with
labor issues. However, in recent weeks, Mexican President Andrés Manuel López
Obrador met with Democrats and assured them that the government would increase
funding to ensure compliance with the trade pact's more stringent labor provisions.
The Mexican president's commitment to uphold labor rules appeared to satisfy critics.
Unfortunately, House Speaker Nancy Pelosi continues to resist bringing USMCA
to the floor for a vote. Naturally, conservative pundits speculate that Pelosi is
reluctant to give the Trump administration a "win," because if the bill were brought
to the floor for a vote, it would pass easily with strong support from both sides of the
aisle. Those of you who have Democrat representatives should ask them to lean on
the speaker and emphasize that the USMCA is a bipartisan initiative.
It has now been over a year since President Donald Trump, Canadian Prime
Minister Justin Trudeau and then-Mexican President Enrique Peña Nieto signed
the trade agreement. If Congress ratified the agreement, it would be one of the
only significant bipartisan agreements approved this year.
People often assume they have no influence while never once attempting to take
action. However, it is well known on Capitol Hill that a steady drone of phone
calls from a representative's district makes all the difference.
