all the risk is for the private partner.

What about Public Private Partnerships, or
P3s? Aren't they just something that can
enhance and be beneficial to road builders?
No. They truly deliver significant life-cost
savings. P3s offer higher quality operations,
maintenance, and rehabilitation performance and are an overall significant savings
for the public sector by the private sector. The
analysis that has been conducted in several
states show anywhere from 22-25 percent
savings in the value of money.

A P3 can often provide a 15-40 percent savings in construction costs. In the long-term,
a P3 can offer a 10-25 percent savings in
operation and maintenance cost for state government. In times of construction, the private
sector can build roadways up to three times
faster than government. A roadway P3 leaves
open money for state funding of transit, plus
additional new funding is off the state's balance sheet as it relates to bonding capability.

Another benefit: P3 purchasing power results
in no public sector risk of construction cost
overruns. Private partners incur significant
