be identified for the private sector to engage.
Based on the three project types described,
these revenue sources usually include:
*
Tolls: The concessionaire collects a fee
from a driver for use of a facility.
*
Shadow Tolls: The government pays
the "toll" directly to the concessionaire
based on usage levels.
*
Availability Payments: The
government makes payment to a concessionaire for supplying the facility for
public use at prescribed performance
requirements. These payments would
be made from the future general fund
or transportation funds.
*
Amalgamation: Often a combination of revenue vehicles is used.
For example, a concessionaire might
hedge their tolling risk, when traffic
forecasts fall short or are uncertain by

securitizing their future revenue with
availability payments.
Because a revenue source must be found/
created, large metropolitan areas with "mega"
projects are the most likely subjects to future
P3s-leaving behind small/medium metropolitan and rural areas. In May 2017, the
American Association of State Highway and
Transportation Officials (AASHTO) stated that
federal officials must recognize that "most
transportation projects do not generate a
revenue stream and therefore require federal support in the form of direct funding
rather than financing incentives that encourage borrowing or utilizing private capital."
AASHTO lobbied the administration to utilize
existing federal transportation formula programs for their package to ensure funding
reaches all areas of the county. Despite a few

projects likely to qualify for P3s, most of the
system still operates in market failure and
therefore merits federal funding.

Conclusion
A key lesson from this experience is that P3s
are not a silver bullet for our significant transportation funding challenges. Instead, they
are a project level solution for a very specific
set of circumstances. itej

ITE Awards Program

The ITE Awards Program kicked off on January 2 with an updated website, submission
process, and brochure. This year the award deadlines have changed. All district and
section awards will need to be submitted to ITE by April 1, which means submittals to
the districts and sections will need to be by March 1. Wilbur Smith, Transportation
Achievement, District/Section Communications, and HSIS deadline is April 1.
In addition to making the deadlines consistent, we have also streamlined the submittal
requirements for most awards. Again, this is in the interest of making the entire submittal
process easier for award submitters. To help further facilitate this new process, ITE is now
using OpenWater as a platform for award submittal and judging. The system will work in
concert with other aspects of the annual meeting to have one platform where users are able
to enter information. This is now the only way that ITE will be able to submit awards from
this point forward.
