levels from carbon dioxide (CO2), nitrogen oxides (NOx), and
volatile organic compounds (VOC). Congestion reduction, however,
was more limited in assessment to reducing the growth in vehicle
miles traveled (VMT).
By comparison, enhanced TDM measures encourage innovation
in not only the assessment and measurement of effectiveness, but
also the very definition of societal benefits from TDM endeavors
in modal shifts. These benefits extend to improving the larger
economy, providing resiliency to disruptions in mobility, enabling
access to employment and other components of life, and improving
the overall quality of life itself. Inherently, these measures require
succinct definition and collaboration across sectors for delivery
and evaluation.
As communities continue to experience growth and explore the
use of technologies in addressing last mile connectivity, a focus on
leveraging existing programs for modal shift through enhancing
performance is critical to success. Where traditional performance
measures such as air quality impacts and vehicle miles traveled have
worked on larger scales, they do not lend themselves to studying

acute travel and their impact on the transit system. Defining
enhanced performance measures will allow local programs to
address the challenge of effectively connecting users to and from
transit in a safe, convenient and efficient manner, while communicating benefits in a meaningful way. itej
