Data analytics is a powerful tool that has been used for a wide
range of very important purposes. The transportation industry has
benefitted greatly from the analysis of big data. It is already being
used for predicting travel behaviors, traffic flow, travel time, and to
allocate law enforcement resources.28,29
It will be the responsibility of those in the transportation
enterprise who collect, maintain, and analyze transportation data
to innovate and explore analytics applications. In addition, they
will be expected to partner with specialists in human trafficking
(e.g., social scientists and social workers) to further model the
transportation behaviors of traffickers so as to predict trafficking
dynamics. Sharing data and related collection resources has been
documented as crucial to a successful approach to countering
human trafficking.30

Call to Action
Human trafficking has received significant attention in recent
years in numerous public, professional, and academic arenas,
including efforts within the transportation profession.  Indeed, a
2013 Research Needs Statement submitted to the Transportation
Research Board addressed the need for increased awareness and
new technology applications within the transportation profession to
combat human trafficking and resulted in the National Cooperative
Highway Research Program sponsoring a project in late 2017
to address the role State DOTs can play in combating human
trafficking.31,32
In the meantime, there is opportunity and obligation on all of
us who work in the transportation profession to educate ourselves
about human trafficking. We need to learn what is happening in
the cities and regions we serve. We need to learn what agencies and
organizations are involved. We need to engage them and ascertain
how we can leverage our technical knowledge, our access to data,
and our experience and insight to play a positive role in stopping
this abuse of the transportation system and all too many innocent
human beings. In the words of the 18th century abolitionist,
William Wilberfore, "You may choose to look the other way, but
you can never say again that you did not know." 33 itej
